The primary principles within this manual are to encourage a pedestrian- <br />friendly environment and high quality design. The following items are guidelines for this <br />area of the Town Center: <br /> · Maximize glass openings, a minimum of 50% of total ~ound level facade should <br /> be glass. <br /> · Emphasize transparency at street level by using large windows that are not <br /> mirrored. Use clear or lightly tinted glass for all windows and doors. <br /> · Use.durable, high quality materials. 35% of all street-facing building frontages <br /> should consist of brick or stone. <br /> · Use a diverse mix of materials, applied in a variety of proportions, exposures, and <br /> detailing, especially along all street frontages.' <br /> · Buildings must be designed in a way to allow future buildings to be developed <br /> immediately adjacent to the proposed structure. Patio space, while encouraged, <br /> must be located in an area to allow for the development of buildings directly <br /> adjacent to the proposed structure. <br /> · Buildings should always be located at all intersections. <br /> · Avoid large, unarticulated facades· <br /> · Emphasize the pedestrian experience with architectural features at street level, <br /> canopies, decorative light fixtures, and material detail. <br /> · Utilize a variety of color, texture, and materials to complement other streetscape <br /> elements. <br /> · Conceal service entries, loading facilities and mechanical services from view <br /> along public streets. <br /> · .Select materials that relate to the building use, not artificially contrived or themed. <br /> <br />It appears that the proposed building will meet these requirements. Please submit revised <br />elevations that include the percentage of glass and brick/stone on the Sunwood Drive <br />facade. The RTC Technical Advisory Committee is expected to review the submitted <br />plan prior to the Planning Commission meeting. Staff will provide a verbal report at the <br />meeting. <br /> <br />Building Height: TC-1 zoning requires a minimum of 2 stories and a maximum of 5 <br />stories for all buildings within this district. The proposed building is 5 stories in height. <br /> <br />Setbacks: The maximum front setback from street right-of-way is 5 feet. There are no <br />minimum side and rear yard setbacks within the TC-1 zoning district. The submitted site <br />plan shows that the building will be at most 3 feet from the front property line. Building <br />stoops and footings must comply with the setback policy established for the Town <br />Center. <br /> <br />Waste Storage: The submitted site plan indicates waste storage in the rear of the <br />building. See the Access section below for more d~scussmn' of waste storage on the site. <br /> <br />Loading Docl~: No loading docks are shown on the submitted site plan.
