ACCAP Ramsey Town Center A~vartments: Site Plan Review <br />May 26, 2006 <br />Page 3 of 4 <br />Off-Street Parking - Spaces Required: Four spaces are required for every 1,000 feet of <br />building square footage for retail uses. A minimum of 56 parking spaces are required for <br />the retail portion of the building and a minimum of 2 parking spaced are required for each <br />residential unit, for a total of 136 parking spaces for the entire building. The site plan <br />submittal proposes to utilize the Municipal Parking Ramp for all parking spaces on the <br />site. The subject property is in the part of the Town Center designated as the "Parking <br />Maintenance Area." You will be responsible for payment of an annual operation and <br />maintenance fee for the parking facility. This agreement will need to be finalized as a part <br />of final site plan review for the project. <br /> <br />Lighting: Please submit information on any outdoor lighting proposed for the building. <br />The applicant is advised that the city has adopted specifications relating to commercial <br />lighting standards. Any lighting used to illuminate an off-street parking area, sign, or <br />structure shall be arranged to deflect away from Sunwood Drive. <br /> <br />Landscaping Plan: The requirements for landscaping of this site will be met by the <br />streetscape improvements the City will install for Sunwood Drive. If any other <br />landscaping is proposed, including within the outdoor patio areas, please submit a revised <br />site plan indicating the location and species proposed. <br /> <br />Grading and Drainage: The f'Lrst floor elevation of the building is specified. Spot <br />elevations must be provided on the existing and proposed streets. <br /> <br />Access: The site will not have a parking lot, parking will be provided in the Municipal <br />Parking Ramp directly behind the building. The site plan proposes an alley to provide <br />access to the rear of the building that is 20 feet in width. The east end of the alley must <br />have bollards to prevent through traffic. The west end must have a depressed curb for <br />vehicle access. It will need to be verified that most service and emergency vehicles can <br />safely enter and exit this alleyway. <br /> <br />Utilities: The site will receive utility access from SunWood Drive. Utilities are already in <br />place to serve this project. <br /> <br />Park & Trail Fees, Sewer and Water Trunk Fees, Stormwater Fees, Assessments: <br />Per the Master Development Agreement for the Town Center, there is a $750/unit park <br />and trail fee due to the City. Sewer, Water, and Stormwater Trunk Fees due for the <br />project will be calculated based on the SAC Analysis for the building, to be prepared by <br />the Metropolitan Council. Also per the Master Development Agreement, there is an <br />assessment due on Lot 2, Block 1, RTC 5th Addition in the amount of $19,267.32 (final <br />interest to be calculated on the date the assessment is paid). It is noted that you are <br />requesting a reduction in these fess from the City. This request will be considered by the <br />City CoUncil along with your site plan. <br /> <br />REU Number: This property will be subject to a storm water utility charge. The <br />quarterly charge is dependent upon the number Residential Equivalent Units (REU) <br />calculated for this property. <br /> <br />58 <br /> <br /> <br />
