Motion by Commissioner Nixt, seconded by Commissioner Wivoda, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Nixt, Wivoda, Dempsey, <br />Jensen, Johnson, and Kociscak. Voting No: None. <br /> <br />The public hearing closed at 7:57 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Anderson called the regular meeting of the Planning Commission back to order at <br />7:57 p.m. <br /> <br />Zoning Administrator Frolik stated that City Staff recommends approval of the request to exceed <br />the sign size restriction, but by 45 square feet rather than the 89 square feet requested. This <br />results in a total sign space of 145 square feet, which is representative of the current 100 square <br />foot restriction and the addition of the 45 square foot reader board identified in the applicant's <br />proposal. All other recent commercial developments have complied with the 25 foot sign height <br />restriction and staff doesn't see any compelling reason to vary from the restriction. <br /> <br />Commissioner Johnson stated that in looking at the pictures provided by Mr. Dolphin, it does <br />appear that it would be difficult to see the sign at 25 feet. Zoning Administrator Frolik stated <br />that she understands Mr. Dolphin's point, but is concerned that it will set a precedent and the city <br />is making an attempt for all businesses to conform with City Code. Commissioner Johnson <br />stated that the clutter on Highway # 10 seems somewhat unique and is more sympathetic to sign <br />visibility. <br /> <br />Mr. Dolphin stated that a 12 x 12 sign would cost around $5,400 and a 10 x 10 would probably <br />be closer to $10,000. <br /> <br />Commissioner Jensen is concerned that there will be problems down the road if the request is <br />granted and feels that the Commission should adhere to the Ordinance. <br /> <br />Commissioner Dempsey questioned if Mr. Dolphin knew of the sign size restrictions before <br />construction started. Mr. Dolphin stated yes. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Dempsey, to recommend that <br />City Council adopt findings of fact in the affirmative relating to Dolphin's request for a <br />conditional use permit. <br /> <br />Further discussion: Chairperson Anderson suggested reviewing the findings of facts and make <br />any changes the Commission feels necessary.
