Commissioner Nixt questioned if the proposed upgrades by Staff would be cost prohibitive. <br />Duke Grosslein responded that he has owned the building since 1972 and has tried to upgrade the <br />building over the years. Mr. Grosslein explained that to get a renter to pay a rent that would <br />cover the costs of the improvements required would be impossible. He stated that he feels that <br />the property is high enough so that curbing is not needed to direct drainage. <br /> <br />Commissioner Nixt questioned if Mr. Grosslein had received any quotes on installing the <br />curbing. Mr. Grosslein stated that he has been quoted $9.00 per foot which would have a total <br />cost of almost $10,000. Commissioner Nixt questioned what the market value of the property is. <br />Mr. Grosslein stated the market value is $213,000. Mr. Grosslein stated that he wants a good <br />business in there for himself and the City, but that he is only willing to spend so much money on <br />improvements. <br /> <br />Commissioner Nixt questioned if there is curbing on the neighboring properties and Zoning <br />Administrator Frolik replied that there is curbing on the neighboring property to the west. <br /> <br />Mr. Grosslein stated that if he is required to install the curbing, the only improvement he would <br />do to the property is install a new fence. <br /> <br />Mr. Grosslien stated that he was incorrect with his previous quote of $10,000 to install the <br />curbing, that it would cost around $20,000. <br /> <br />Commissioner Nixt suggested the idea of phasing in the project so that Mr. Grosslein could <br />spread out the cost. Zoning Administrator Frolik stated that it is more costly to do curbing after <br />blacktop improvements. <br /> <br />Commissioner Kociscak questioned Mr. Grosslien as to what an estimated payback period would <br />be. Mr. Grosslein stated maybe at 20 years at the earliest. <br /> <br />Commissioner Nixt suggested a compromise requiring the curbing to be installed around the <br />Class V area only which would cut down the cost of installing the curbing by 50 to 60 percent. <br />Mr. Grosslein stated that it would be to the advantage of the property to overlay asphalt and not <br />put any curbing on Tungsten Street and he would be willing to install curbing along the south <br />and west side of the building, but still use the rock and the new fencing. Zoning Administrator <br />Frolik suggested putting some sort of plants in with the rock. Mr. Grosslein responded that then <br />there is a watering issue. <br /> <br />Commissioner Nixt stated that there is a property that has no renter and it is important to get the <br />improvements done and get the property rented. <br /> <br />Commissioner Johnson stated that he feels the Grosslein's will eventually come back in the <br />future for further improvements and is comfortable with two sides of the property being curbed <br />at this time; but would like to get some greenery in the rocked area. <br /> <br />Planning Commission/May 4, 1999 <br /> Page 9 of 11 <br /> <br /> <br />
