They raised a couple of possibilities such as an across-the-board increase to three, <br />holding the number to two and allowing a third dogs if certain performance standards are met, <br />holding the number to two in the urban district and increasing the number to three in rural large <br />lot areas. Staff was also advised to refer to dog regulations in Maple Grove and Fridley. <br /> <br />Community Development Assistant Walther stated Staff researched, however, has not been able <br />to find any other existing dog regulations that include much more in the way of performance <br />standards than Ramsey's current ordinance. Therefore, with the basic ground rules akeady in <br />place, the next step was to add and clarify definitions, and make a determination on whether to <br />increase the number of dogs allowed without a special permit from the Council. <br /> <br />Community Development Assistant Walther stated Staff dratted an ordinance that now includes a <br />definition for commercial dog kennel and private dog kennel; and clearly specifies the need for a <br />conditional use permit for these uses. Staff recommends the City either increase the number of <br />dogs allowed to be kept on a property to three, or retain the two dog restriction on parcels less <br />than 25,000 square feet in size. <br /> <br />Citizen Input <br /> <br />Barry Childs, 6041 - 51st Lane NW, stated concern regarding enforcement. He asked if the <br />ordinance would also apply to cats. Community Development Assistant Walther stated currently <br />there are only restrictions for dogs, horses and certain farm animals. <br /> <br />Rick Christians, 7330 o 155th Avenue NW, suggested two dogs are sufficient per property. <br />Allowing more dogs may cause more problems with dogs running loose through the City. <br /> <br />Motion by Commissioner Wivoda, seconded by Commissioner Kociscak, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Wivoda, Kociscak, <br />Dempsey, Jensen, and Johnson. Voting No: None.
