Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #23-264 RESOLUTION APPROVING PARTIAL PAYMENT NO. 1 TO ASPHALT SURFACE TECHNOLOGIES CORP. OF SAINT CLOUD, MINNESOTA FOR IMPROVEMENT PROJECT #23-04, 167TH AVENUE RECONSTRUCTION WHEREAS, the City of Ramsey Proposes to reconstruct 167th Avenue between Nowthen Boulevard (County State Aid Highway 5) and Saint Francis Boulevard (Trunk Highway 47) in 2023 as identified within the 2023-2032 10-Year Capital Improvement Program: and WHEREAS, pursuant to Ramsey City Council resolution #22-130, adopted June 14', 2022, the City Council accepted and awarded the proposal to Bolten & Menk, Inc., for Topographic Survey of the project area; and WHEREAS,pursuant to Ramsey City Council resolution#22-201, adopted August 23rd, 2022,the City Council ordered the City Engineer to prepare plans and specifications for Improvement Project#23- 04; and WHEREAS,pursuant to Ramsey City Council resolution#22-204, adopted August 23rd, 2022,the City Council accepted the proposal of Haugo Geotechnical Services to complete geotechnical evaluations for Improvement Project#23-04; and WHEREAS,pursuant to Ramsey City Council resolution#22-270, adopted November 22nd,2022, the City Council accepted the proposal of Bolton&Menk, Inc. to prepare final plans and specifications for Improvement Project#23-04; and WHEREAS,pursuant to Ramsey City Council resolution#23-070, adopted March 28', 2023,the City Council authorized entering into a contract with Braun Intertec to prepare a stabilized full-depth reclamation mix design for Improvement Project#23-04; and WHEREAS, pursuant to Ramsey City Council resolution #23-114, adopted May 23rd1 2023, the City Council approved plans and specifications and authorized advertising bids for improvement Project #2 3-04; and WHEREAS, pursuant to Ramsey City Council Resolution #23-148 adopted on June 27, 2023 a contracted was awarded to Asphalt Surface Technologies Corp. of Saint Cloud,Minnesota, in the amount Of$1,511,455.59 for said improvements; and WHEREAS, as of October 24, 2023 $0.00 has been paid to date; and WHEREAS, the Senior Engineering Technician has inspected the completed work and recommends partial payment No. 1 to Asphalt Surface Technologies Corp. for said project, in the amount of$322,570.99.
