Councilmember introduced the following resolution and moved for its adoption: <br /> RESOLUTION#23-244 <br /> RESOLUTION APPROVING FINAL PAYMENT TO DOUGLAS-KERR <br /> UNDERGROUND,LLC,FOR IMPROVEMENT PROJECT#20-05,RIVERDALE DRIVE <br /> EXTENSION, LLAMA STREET TO BOWERS DRIVE <br /> WHEREAS, existing Riverdale Drive between Sunfish Lake Boulevard and Armstrong <br /> Boulevard functions as the south frontage road to U.S. Highway 10/169; and <br /> WHEREAS,the City of Ramsey proposes to extend Riverdale Drive between Llama Street <br /> and Bowers Drive to extend the south frontage road system south of U.S. Highway 10/169 to <br /> Bowers Drive; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution #21-267 adopted September <br /> 14,2021,the City Council accepted the awarded amount of$612,000 in Local Partnership Program <br /> (LPP) funds to pay for a portion of Improvement Project#20-05; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution #21-304 adopted October 26, <br /> 2021, the City Council accepted a design services proposal of Bolton & Menk, Inc. to develop <br /> final plans and specifications and solicit bids for Improvement Project#20-05; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution #22-071 adopted March 22, <br /> 2022, the City Council approved three Assessment Agreements for Improvement Project#20- 05; <br /> and <br /> WHEREAS, pursuant to Ramsey City Council Resolution #22-088 adopted April 12, <br /> 2022, the City Council approved including the reconstruction of Riverdale Drive between Llama <br /> Street and the segment of Riverdale Drive constructed as part of the Armstrong Boulevard & <br /> Highway 10 interchange under Improvement Project#20-05; and <br /> WHEREAS,pursuant to Ramsey City Council Resolution#22-148 adopted June 28,2022, <br /> the City Council approved the plans and specifications prepared by Bolton & Menk, Inc. and <br /> authorized the advertisement of bids for Improvement Project#20-05; and <br /> WHEREAS,pursuant to Ramsey City Council Resolution#22-15 8 adopted July 12,2022, <br /> the City Council approved Cooperative Construction Agreement #1050030 with the State of <br /> Minnesota, Department of Transportation, as related to City Improvement Project#20-05; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution #22-176 adopted August 8, <br /> 2022, the City Council authorized entering into a construction contract with Douglas-Kerr <br /> Underground, LLC., for the making of such improvements at the contract price of$2,342,102.66; <br /> and <br /> WHEREAS, as of October 24, 2023, $2,126,032.64 has been paid to date; and <br />
