G. <br /> July 28, 2023 <br /> City of Ramsey <br /> Attn: Todd Larson, Planning Manager <br /> 7550 Sunwood Dr NW <br /> Ramsey, MN 55303 <br /> Re: Haviland Fields EAW <br /> To Whom it May Concern: <br /> Minnesota Rule 4410.1100 requires that EAWs shall address "known government approvals, <br /> reviews, or financing required, applied for; or anticipated and the status of any applications <br /> made, including permit conditions that may have been ordered or are being considered". <br /> Additionally, page 8 of the EAW states that the applicant is supposed to list"all direct and <br /> indirect forms of public financial assistance including bond guarantees, Tax Increment <br /> Financing, and infrastructure". <br /> Despite these requirements, the Haviland Fields EAW makes no reference to and does not <br /> address the Business Assistance Application for Tax Increment Financing (TIF) made to the City <br /> of Ramsey and reviewed by the City of Ramsey Economic Development Authority at their July <br /> 13, 2023 meeting. <br /> Therefore, the Haviland Fields EAW does not meet the EAW Content requirements established <br /> by Minnesota Rule 4410.1100 and should not have been distributed for public comment as it <br /> contains insufficient information to adequately be reviewed by residents of the community. The <br /> City Council should find the EAW insufficient and require an additional public comment period <br /> once the required infonnation on public financing is included within the EAW. <br /> Sincerely, <br /> Ramsey Resident <br />
