fi. i` Haviland Fields EAW Comments: • In what ways will stormwater management facilities be designed to reduce the risks of flooding? • Currently the EAW shows that no trees will be planted,however, wouldn't the City of Ramsey require a certain number of trees to be replanted at a minimum? If so,how many trees would that be? The EAW indicates that a comprehensive plan amendment, as well as various other applications, would be applied for if needed. Isn't the applicant or the City of Ramsey aware of what applications are needed at this time? Since a site plan has already been submitted for review along with the application for business assistance it seems like the City of Ramsey and the applicant should have at least some idea of what permits are required for the project, such as a comprehensive plan amendment, and that information should have been included within the EAW. Section 14.C. states that there will be minimal tree removal,however, the EAW indicates that 7.37 acres of wooded/forested acres will be removed constituting over half of the trees on the site. How is this minimal tree removal? Section 18.b.ii indicates that the project will develop a travel demand management plan to reduce use of single occupancy motor vehicles, and increase walking,bicycling, and transit as primary modes of travel to reduce GHG emissions from mobile sources. How will this be developed, given the limited transit in the community and limited suitable weather to bike and walk?The EAW itself states that no transit facilities are within 1 mile of the project, so is the project proposing to create their own transit network and facilities? Say, to link their project with the nearest MetroTransit bus stop or train station via their own private bus service? ® Is the plan for the residential areas to utilize the church parking lot? p p g ® CSAH 5 & Iodine St level of service starts at E in the PM for existing year 2023 but then goes to A in opening year no build and D in opening year 2027. The text does not indicate any changes to this intersection, so if the project isn't built how would the level of service improve from E to A as the traffic analysis suggests? 0 On page 7, the EAW states that based on the"land surface temperate" at the project site duringa heatwave in 2016 the site is susceptible to extreme heat. Won't removal of p 59.4% of the tree canopy and no additional plantings contribute to the urban heat island effect and/or make the site a less desirable place to live? j ® There are lots of conflicting statements throughout the EAW that indicate that natural 3 resources will be preserved,however in reality the majority of natural resources are going to be impacted and/or removed as part of the project. ® On 9 the EAW indicates that a"Residential New Townhouse Unit" as a type of page Yp application. What is a"Residential New Townhome Unit Application"?
