The Planning Commission is presently being asked to consider <br />site plan review. <br /> <br />Zoning Administrator Frolik stated the plan shows sharing an existing access onto Armstrong <br />Boulevard with Adolfson-Peterson, the adjacent parcel to the south. City Code states that <br />loading docks should be located at the rear of the building. Considering the frontage to <br />Armstrong Boulevard and the potential future extension of County Road #116 along the south <br />property line, either the west or the north could be considered rear walls. However, the <br />Comprehensive Plan draft to date proposes residential development to the north and west and <br />places to work to the south. Given this information, Staff is recommending that the plan be <br />approved with a loading dock on the south wall. <br /> <br />Zoning Administrator Frolik indicated waste storage areas will be provided for inside the building. <br />Urban services are not available to the site and the facility is proposed to be served by an on-site <br />septic system. In accordance with City Code, the site plan provides a 40 foot wide landscaped <br />separation area form the residential zone to the north. However, Staff is recommending <br />increasing the number of plantings to intensify the screening from existing and future residential <br />uses to the north and northeast. The lighting plan was submitted and appears to meet City Code. <br /> <br />Zoning Administrator Frolik said Council took action on February 23 to extend the moratorium <br />another six months. Based on these issues, City Staffwould recommend that Mr. Burnham's site <br />plan be forwarded to City Council for approval with contingencies. The contingencies would be <br />resolution of the urban services issue and the moratorium either expiring or the applicant <br />successfully obtaining an exception from it. The other option is to recommend denial of the plan <br />at this time. <br /> <br />Community Development Assistant Walther indicated staff discussed having the floating doors <br />moved to the opposite side of the building and said the need may be less for screening on the <br />north. There may be a need for expansion in the future, and at that time additional plantings could <br />be requested. Mr. Burnham stated there are several trees exceeding 40 feet presently on the <br />property. If a future addition was added to the building, plantings could be added to the west of <br />the building. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Wivoda, to recommend that City <br />Council approve the proposed site plan for C.R. Concrete contingent upon expiration of or <br />exception to the moratorium and resolution of the urban services policy issue. <br /> <br />Further Discussion: Chairman Anderson explained that Mr. Burnham would still need to seek <br />from the Council an exemption from the moratorium and sewer and water. Zoning Administrator <br />Frolik stated Mr. Burnham should initiate the moratorium exemption by requesting in writing a <br />comprehensive plan exception. Sewer and water issues will be brought before Council on March <br />23, 1999. <br /> <br />Motion Carried.
