consist of a combination of rock face and smooth face block, with a band of split face block on <br />the south and west walls. The smooth face block is a deviation from Code that must be approved <br />by Council and may require a recommendation from the Planning Commission. <br /> <br />Zoning Administrator Frolik said the plan shows two accesses onto Sunfish Lake Court, which is <br />acceptable to the City Engineer. The property is surrounded by industrial parcels and no <br />screening is required. The plan complies with the requirement for 20 feet of landscaped area <br />adjacent to the street. The amount of impervious surface on the site limits the landscaping <br />opportunities. Staff is recommending extending the landscaped area around the northwest comer <br />of the site to add more green space to the project and deter vehicles from parking in the fire lane. <br />The small strip of landscape area along the retaining wall could present maintenance problems. <br />Staff recommends that there be some type of barrier along the 11 foot retaining wall to prevent <br />accidental falls. She stated staff recommends site plan approval contingent upon compliance with <br />the City Staff Review Letter dated February 25, 1999. <br /> <br />Bill Kerns, Tradesmen Properties, indicated his company would be willing to use rock face block <br />around the entire building. He said the neighboring property owns the fence located on <br />Tradesmen property and indicated the fence would need to be removed with a taller fence being <br />reconstructed. <br /> <br />Commissioner Nixt questioned the off-street loading and the four overhead doors. Mr. Kerns <br />stated the building would be divided into four 2,500 square foot units and would have ample <br />warehouse space. He indicated semi loads were not anticipated to the site. Zoning Administrator <br />Frolik stated the units were designed with overhead doors verses loading docks. The Code states <br />loading docks as a requirement, however, the Code did not take into consideration multi-tenant <br />users in a single building. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Jensen, to recommend that City <br />Council approve the proposed site plan for Tradesmen Properties with the rock face colored band <br />circling the building, with rock face block on three sides, a fence being constructed on the 11 foot <br />retaining wall, and contingent upon compliance with the City Staff'Review Letter dated February <br />25, 1999. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Jensen, Kociscak, <br />Nixt, and Wivoda. Voting No: None. Absent: Commissioner Dempsey. <br /> <br />Zoning Administrator Frolik indicated the Tradesmen Properties request would go before City <br />Council on March 9, 1999. <br /> <br />Case/13: Request for Site Plan Review; Case of C.R.
