Further Discussion: Commissioner Kociscak stated that he would be abstaining from <br />participating in the vote because his brother is Mr. Menkveld's business partner. <br /> <br />Motion carried. Voting Yes: Chairperson Anderson, <br />Dempsey, and Nixt. Voting No: None. Abstain: <br />Commissioner Jensen. <br /> <br />Commissioners Johnson, <br />Commissioner Kociscak. <br /> <br />Wivoda, <br />Absent: <br /> <br />Property south of City Hall owned by Leon Fischer was the next area to be discussed. Mr. <br />Fischer would like a higher density residential use of the property than the mixed residential <br />shown in the draft plan. Ms. Sherman recommended retaining the mixed residential designation <br />based on the land uses surrounding the subject property, noting that mixed residential is a good <br />transition from single family to the city hall complex. <br /> <br />Motion by Commissioner Dempsey and seconded by Commissioner Wivoda to retain the mixed <br />residential land use designation on Mr. Leon Fischer's property located south of City Hall. <br /> <br />Motion carried. Voting Yes: Chairperson Anderson, Commissioners Dempsey, Wivoda, <br />Johnson, Kociscak, and Nixt. Voting No: None. Absent: Commissioner Jensen. <br /> <br />Ms. Sherman stated that the next area of concern is John Enstrom's property located on the 8700 <br />block of 181st Avenue. Mr. Enstrom's property is proposed to remain in the 4 in 40 density <br />restriction, but there is platted land south of it and to the north in Burns. Mr. Enstrom wants his <br />property removed from the 4 units in 40 acres district. Ms. Sherman noted that if clustering <br />language stays in tact in the draft plan, Mr. Enstrom can work with the 4 in 40 density restriction. <br />If clustering doesn't carry through, dividing his land into rural lots will be severely restricted. <br /> <br />Motion by Commissioner Johnson and seconded by Commissioner Nixt to retain Mr. Enstrom's <br />property in the 4 in 40 district. <br /> <br />Motion carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Nixt, Dempsey, <br />Kociscak and Wivoda. Voting No: None. Absent: Commissioner Jensen. <br /> <br />Chairperson Anderson and Commissioner Johnson expressed an interest in retaining provisions <br />for clustering. <br /> <br />Ms. Sherman stated that the next land area to be discussed is that owned by Lord of Life Church <br />between Nowthen Blvd. N.W. and St. Francis Blvd. N.W. The church has plans to use this entire <br />area for a religious complex that will include expansion of the existing church and may include a <br />gymnasium, social hall, multiple family housing for seniors, cemetery, funeral home, and <br />outdoor recreational areas. The church feels that a mixed use or special land use designation that <br />facilitates their plans would be better than the mixed residential designation currently proposed. <br />The owner of the Katnis property northeast of the church has also requested a mixed use <br />designation versus high density residential because of concern that there will be loss of value <br />with no provisions for some commercial development. Commissioner Nixt stated that he <br />represents Mrs. Katnis and will be abstaining from any discussions of her property.
