Sherman stated that she feels the church's plans can be accommodated under the mixed <br />residential designation. Commissioner Johnson stated that because there is nothing tying Lord of <br />Life to the property, he is reluctant to plan for their development when they can easily dispose of <br />the property. <br /> <br />Motion by Commissioner Johnson and seconded by Commissioner Dempsey to retain a mixed <br />residential land use designation on the Lord of Life property. <br /> <br />Motion carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Dempsey, <br />Kociscak, Nixt and Wivoda. Voting No: None. Absent: Commissioner Jensen. <br /> <br />Ms. Sherman stated that in her opinion there is a pent up demand for high density housing in <br />Ramsey and the Katnis property should not see a decline in value with land use change from <br />commercial to high density residential. Mr. Scheib also noted that the draft plan contains two <br />nodes for commercial development on St. Francis Blvd.; a commercial land use designation on <br />the Katnis property would compete with the other two nodes in close proximity. <br /> <br />Motion by Commissioner Johnson and seconded by Chairperson Anderson to retain a high <br />density residential use on the Katnis property. <br /> <br />Motion carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, <br />Kociscak, and Wivoda. Voting No: None. Abstain: Commissioner Nixt. <br />Commissioner Jensen. <br /> <br />Dempsey, <br /> Absent: <br /> <br />The Commission directed Ms. Sherman to inform the affected property owners of the decisions <br />made regarding land use designation. <br /> <br />The next land area discussed was the vacant 52 acres in Rivenwick, south of Hwy. #10; half is <br />proposed as commercial and the other half as high density residential. Ms. Sherman noted that <br />staff met with a developer considering a large commercial venture on the property. The <br />developer indicated that their development would be a draw to other commercial development <br />and the City may not want to restrict that from happening by designating half of that vacant area <br />as high density residential. <br /> <br />Commissioner Kociscak stated that he resides in the single family residential portion of <br />Rivenwick and he will be abstaining from this discussion. <br /> <br />Concern was expressed for a high traffic use in a traffic problem area. <br /> <br />Motion by Chairperson Anderson and seconded by Commissioner Johnson to leave the land use <br />designations as proposed on the Rivenwick property pending the outcome of the future Highway <br /># 10 corridor study. <br /> <br />Further Discussion: Commissioner Dempsey stated that it seems arbitrary to assign a high <br />density residential use to one-half of an area currently zoned commercial; perhaps the use should <br />be changed to mixed use to allow some flexibility.
