Commissioner Johnson stated he <br />was personally put off by exclusive neighborhoods and would rather see a mix of home values. <br />Commissioner Jensen noted this was addressed on page 36, item 6 under Mixed Residential <br />Performance Criteria. Councilmember Anderson suggested that this item should include Council <br />in addition to City Staff and Planning Commission as the determining bodies. Commissioner <br />Anderson reiterated Mr. Nixt's point as to whether Ramsey should build housing to fit the <br />businesses or bring businesses in to fit the housing we want to see. Consensus was to reword <br />item 6 of the General Housing Policy on page 72 to make it more comprehendible. <br /> <br />Councilmember Haas Steffen led a discussion regarding on-site sewer systems and stressed the <br />need to implement a system for inspecting. She suggested including language in the Plan <br />indicating that we are revisiting our ordinance. Mr. Scheib noted that according to Met Council <br />the Septic System Management Program section on page 138 is inadequate; they want either the <br />strategies in place or a resolution stating we are going to implement strategy. He also added that <br />some of this information should be listed under the septic area of the Plan. Commissioner Nixt <br />warned not to be more restrictive than the State, thereby placing a burden on the taxpayers. Mr. <br />Scheib assured that the strategies to be implemented would basically be to preempt any <br />problems. Councilmember Hendriksen opposed any City ordinance demanding an inspection <br />which would require a septic system to meet demands it wasn't built to meet. It was pointed out <br />that State law presently requires this inspection. Commissioner Jensen inquired if the petitioning <br />process for urban services is no longer applicable, and Mr. Scheib replied that it is still <br />applicable. <br /> <br />Councilmember Haas Steffen mentioned that the Municipal Water section was incomplete, and <br />staff advised that Bolton & Menk are currently performing a study. Councilmember Haas <br />Steffen suggested forwarding the scope of that study to Hoisington Koegler until the complete <br />study is provided. Mr. Scheib noted that the map would be replaced with one from the study. <br /> <br />Consensus was that language referencing giving consideration to changing the City's name <br />should be kept in the Plan. <br /> <br />Commissioner Dempsey gave an update on the Community Center Committee's research. <br />Consensus was that there should be more language in the Plan indicating the benefits of a <br />community center, i.e., bringing City and families together, etc. <br /> <br />A concem was brought up regarding clustering developments, suggesting that someone may <br />come back and fill in the green space with more housing. Mr. Scheib explained that these areas <br />could be preserved through conservation easements or other preservation techniques. He added <br />that City ordinance will require the developer to show how they are going to manage the <br />easement, noting there are different entities available that will maintain this type of easement, <br />i.e., Minnesota Land Trust or possibly a homeowner's association. Councilmember Anderson <br />noted that the City cannot enforce regulations of a homeowner's association.
