Referencing page 67 of the Transportation section, Councilmember Haas Steffen directed that the <br />fourth bullet under item 4 be deleted as it was in direct opposition to the way the City has voted. <br /> <br />Councilmember Haas Steffen also noted that the General Goals for Places to Work on page 42 <br />seems to have excluded transportation; we need to mention that transportation to get to those <br />places of work will be addressed; Ramsey needs to be responsible for service roads, especially on <br />Highway #10. Mr. Scheib added that we need to indicate that MnDOT needs to move up their <br />timeline for studying Highway #10. Commissioner Jensen suggested the City of Ramsey doing <br />the study since it is such a crucial part of our identity. Councilmember Haas Steffen stated <br />Ramsey can't afford such a study, but she would be willing to propose Ramsey "front" the study <br />if MnDOT will agree to a timeline of repayment. <br /> <br />Councilmember Haas Steffen suggested the need to get tough with MnDOT regarding access <br />management standards. <br /> <br />Councilmember Hendriksen stated that developments in the TIF Districts will not provide a tax <br />base for another 10-15 years. He proposed staging residential growth in the rural area so we <br />don't see a great expansion without the expansion of our industrial base. <br /> <br />Councilmember Hendriksen also inquired how much development will be lost due to Critical <br />River restriction on the southwest end of Highway #10. Mr. Scheib assured that the land will be <br />valuable enough that commercial developers can handle those restrictions, and he noted that <br />industrial development is not allowed in the Critical River District. <br /> <br />Discussion ensued regarding the fiver crossing. <br /> <br />With concern of a possible Technical School site, consensus was to reword item 3 of the Public <br />Facilities and Services Policy on page 135 to read "Work with the school districts and the State <br />of Minnesota in determining the need for and siting of additional educational facilities or other <br />alternatives including temporary classroom space to accommodate facility needs." <br /> <br />Mr. Scheib briefly described the specific requests from five different property owners who were <br />dissatisfied with the proposed zoning for their land. He stated Staff would prepare a <br />memorandum addressing each individual issue for submittal to the Planning Commission to <br />determine how to handle. <br /> <br />Councilmember Haas Steffen referred to the earlier discussion with regard to staging residential <br />development and wondered "where we cross the line" taking away owners' rights. <br /> <br />Consensus was to schedule another workshop for the Planning Commission on Tuesday, <br />February 16, 1999 at 6:00 p.m. <br /> <br />COUNCIL/COMMISSION INPUT <br /> <br />The Mayor announced that the Commissioners Appreciation Dinner is scheduled for April 19, <br />1999. <br /> <br />City Council-Planning Commission Joint Workshop/January 25, 1999 <br /> Page 5 of 6 <br /> <br /> <br />
