Motion by Commissioner Johnson, seconded by Commissioner Jensen, to recommend that City <br />Council adopt Findings of Fact as amended, with #20 - 25 changed as favorable relating to a <br />request from AirTouch Communications, Inc. for a conditional use permit to construct and <br />operate a cellular telephone base station. <br /> <br />Further Discussion: Commissioner Johnson inquired if public comments were received by staff. <br />Community Development Director Sherman stated one call was received from an adjacent <br />property owner regarding reassurance that if the pole fell, it would not land on his property. <br /> <br />Commissioner Nixt inquired regarding the notification process. Zoning Administrator Frolik <br />indicated staff could not guarantee that everyone received notification, however, stated staff sent <br />notice to all property owners within 500 feet of the proposed tower and that notice was published <br />in the City's official newspaper. Commissioner Johnson requested residents of the Northfork Golf <br />Course be notified of the tower prior to the February 9, 1999, City Council meeting. Zoning <br />Administrator Frolik indicated staff would send a courtesy letter to Northfork residents. <br /> <br />Chairperson Anderson stated he would like the notification area expanded, specifically for <br />rezoning issues. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Jensen, Dempsey, <br />Kociscak, Nixt, and Wivoda. Voting No: None. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Dempsey, to recommend that City <br />Council approve the request for a conditional use permit and adopt a resolution declaring terms of <br />same. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Dempsey, Jensen, <br />Kociscak, Nixt, and Wivoda. Voting No: None. <br /> <br />Case #8: Request for Site Plan Review; Case of National Propane <br /> <br />Zoning Administrator Frolik stated Met-Con Companies has submitted a site plan for the <br />expansion of the National Propane facility at 7411 Highway 10 NW with the addition of an 864 <br />square foot accessory building. The National propane site currently consists of an 875 square <br />foot office building and 1,000 square foot accessory building. This proposal is for another 864 <br />square foot accessory building. The proposed accessory building meets all applicable building <br />setback requirements. <br /> <br />Zoning Administrator Frolik said lot or building coverage is restricted to 35-pereent of the lot <br />area, the addition of the accessory building will increase the lot coverage to 4.1-percent which is <br />well within City Code restrictions. Accessory buildings are restricted to 30-percent of the floor <br />area of the principal building unless otherwise approved by the City Council. The proposed <br />accessory building is 99-percent of the size of the principal building. Due to the nature of the <br />business, more activity and warehouse space will be required in the loading and unloading area <br />than in the office building.
