Staff <br />recommends approval of the size of the second accessory building as proposed. <br /> <br />Zoning Administrator Frolik explained City Code specifies exterior wall finishes consist of natural, <br />prefabricated brick, stone, pre-cast concrete panels, or some other material approved by City <br />Council. Staff recommends that the entire structure be faced with rock face block in accordance <br />with City Code, not just the south wall. National Propane agreed to the rock face block on all <br />four sides of the building. They also agreed to screen the dumpster and add deciduous plantings <br />to the south side of the site and conifers to the north property line. She indicated the site plan <br />would be modified to show any existing or proposed exterior lighting on the site. <br /> <br />Zoning Administrator Frolik stated staff recommends approval and indicated National Propane <br />wanted to convey that they are willing to comply to all City staff comments in the review letter <br />dated December 30, 1998. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Dempsey, to recommend that City <br />Council grant site plan approval to the site plan proposal for National Propane contingent upon <br />compliance with the City Staff review letter dated December 30, 1998. <br /> <br />Further Discussion: Commissioner Dempsey inquired if a time limit could be set for overlay on <br />the parking lot so that at some date certain the parking lot will be up to Code with concrete curb. <br />Zoning Administrator Frolik indicated she was unaware of an established timeframe for the <br />overlay. She stated curbing would be required at the time an overlay is done. She suggested after <br />City Council completes the Comprehensive Plan, that performance standards could be reviewed <br />with sunset dates included. <br /> <br />Motion Carried. Voting No: None. <br /> <br />Case/49: <br /> <br />Amendments to the Site Plan Review Section of City Code; Case of City of <br />Ramsey <br /> <br />Community Development Assistant Walther explained the Planning Commission directed staff to <br />review the Site Plan Review section of City Code. After reviewing a draft of the proposed <br />revisions on December 3, 1998, the Planning Commission suggested additional modifications <br />which staff made. Additionally, staff moved all performance standards found in Section 9.03.06 <br />(Site Plan Review), Subdivision 4 (Standards) to Section 9.11.20 (Non-residential Performance <br />Standards). <br /> <br />Community Development Assistant Walther stated the proposed ordinance includes several <br />language revisions to clarify requirements and to change any language that specifically references <br />information that changes occasionally by administrative decision or City Council resolution. The <br />proposed ordinance adds new submittal requirements for site plan review applications which <br />include providing building elevations, color renderings, locations of existing significant historical <br />and natural features, and exterior lighting locations, specifications and fixture diagrams.
