REQUEST FOR SALE OF CITY OF RAMSEY PROPERTY
P.I.N. 10-32-25-44-0009; CASE OF DARYL PETERSON
By: Mark S. Banwart, Community Development Director

Case #2

Background/Observations:

On December 21, 1989, the City of Ramsey received a letter from Daryl Peterson (letter dated
December 18, 1989) requesting the City of Ramsey to sell parcel identified as P.I.N. 10-32-25-44-
0009 to him at a minimal price.

Staff investigation of this parcel indicates that apparently the City obtained this land parcel through
tax forfeiture. Apparently, the City obtained this land to insure possible access to parcels identified
as P.I.N.'s 10-32-25-44-0021, 10-32-25-44-0022 and 10-32-25-44-0018. According to City
records, Daryl and Joan Peterson own the parcels identified as P.I.N. 10-32-25-44-0021 and 10-
32-25-44-0018. The parcel identified as P.I.N. 10-32-25-44-0022 is owned by Terri L. Peterson.

According to the City Attorney, Bill Goodrich, this particular parcel if determined to be surplus
should be sold vs. vacated.

It has been City policy that the revenues generated from the sale of surplus City property be placed
into the Park Trust Fund to be used for park land acquisition and/or park improvements.

For your information, the following is enclosed:

Ao

Site location map A
Site location map B
Letter from Daryl Peterson (dated December 18, 1989)

Recommendation:

Staff recommends the sale of City of Ramsey surplus property P.I.N. 10-32-25-44-0009. In
addition, staff suggests that revenues from said sale be placed into the Park Trust Find.
Furthermore, staff recommends that the tax parcels for P.I.N.'s 10-32-25-44-0009, 10-32-25-44-
0018 and 10-32-25-44-0021 be combined. It should be understood by Mr. Peterson that
development of the land May require subdivision platting.

Commission Action:

Motion to recommend/not recommend the sale of City of Ramsey surplus property P.I.N. 10-32-
25-44-0009, consolidation of tax parcels P.I.N.'s 10-32-25-44-0009, 10-32-25-44-0018 and 10-
32-25-44-0021; and revenues from the sale of City surplus property be placed into the Park Trust
Fund.

Review Checklist:

City Administrator
City Attorney X
City Engineer
Community Development Director X

Chief of Police
City Landscape Architect
Planning & Zoning Comm.
Park & Recreation Comm.

X
X
.X
