Banwart, Community Development Director <br /> <br />Background: <br /> <br />The proposed addition is located in the Northeast Quarter of the Southwest Quarter of Section 26, <br />Township 32, Range 25, and the North 504.5 feet of the Southeast Quarter of the Southwest <br />Quarter of Section 26, Township 32, Range 25, Anoka County, Minnesota. The proposed <br />subdivision has an area of approximately sixty (60) acres and consists of one hundred fifteen (115) <br />single-family urban residential lots. At the <br />October 20, 1988, meeting of the Ramsey Parks and Recreation Commission, a motion was made <br />and carried to deny that portion of land offered by Windemere Woods Addition, Cedar Hills <br />Addition and Chestnut Hills Addition to satisfy the City's park dedication requirements for the <br />three proposed subdivisions because a portion of the said property is wetland. These developers <br />met several times with City Staff regarding concerns of the subdivision layout (e.g., parks, trails, <br />transportation, etc.). <br /> <br />On September 27, 1988, the City of Ramsey received application from Wally Anderson, <br />ARADCO, Inc. for the subdivision of lands for the proposed Cedar Hills Addition. <br /> <br />On November 1, 1988, the Ramsey Planning and Zoning Commission tabled preliminary plat <br />approval of Cedar Hills Addition until issues noted in the City Engineer's review dated October 27, <br />1988, are resolved, even to the point of reworking the plat if necessary. Furthermore the Planning <br />and Zoning Commission requested the City Council review the proposed plat of Cedar Hills <br />Addition and comment on the extent of their intent for a Southwest access from the plat to County <br />Road #116. <br /> <br />On November 15, 1988, the Ramsey city council directed Wally Anderson, developer of Cedar <br />Hills Addition to make every effort to negotiate an access for the Southwest portion of that <br /> <br /> <br />
