subdivision to County Road #116. <br /> <br />On November 16, 1988, Staff recommended that an Environmental Assessment Worksheet (EAW) <br />be ordered for Cedar Hills, Windemere Wood and Chestnut Hills Additions when the City receives <br />the sketch plan for Chestnut Hills Addition. <br /> <br />The developers presented their PARK CONCEPT PLAN to the Ramsey Parks and Recreation <br />Commission on December 8, 1988. The joint proposal was reviewed by the Parks and Recreation <br />commission. The consensus of the commission was to accept the overall concept along with the <br />trail to the North but not to make a motion for acceptance until the commission receives the <br />required plats showing the entire area of the three developments, all the trail alignments and public <br />use areas. <br /> <br />On January 3, 1988, the Ramsey Planning and Zoning Commission passed a motion to <br />recommend to city council to order an EAW for the three developments and resubmit the sketch <br />plan for Chestnut Hills Addition with correct right of way woods and lot areas. On January 10, <br />1989, the Ramsey City Council ordered the preparation of an Environmental Assessment <br />Worksheet for EQB approval relating to the pros development of Cedar Hills, Chestnut Hills and <br />Windemere Woods Additions. The EAW was duly submitted for agency review on February 24, <br />1989. <br /> <br />On April 25, 1989, the Ramsey City Council adopted the findings of Fact #0251: Chestnut Hills <br />Environmental Assessment Worksheet and Resolution #89-04-84. <br /> <br />On May 11, 1989, the City of Ramsey received a letter from the Minnesota Environmental Quality <br />Board (EQB) acknowledging receipt of a negative declaration and indicating that no EIS would be <br />prepared for Chestnut Hills, Cedar Hills and Windemere Woods. <br /> <br />The significant results of the EAW identified three principal subject areas. <br /> <br />Wetlands: The plan proposes to minimize impact on existing wetlands by preserving <br />major wetland areas. Encroachment of a small wetland will be mitigated by creation of <br />a wetland in the park and on the rear yards of adjoining lots. <br /> <br />4 <br /> <br />Traffic: The major volume of traffic from this development will outlet on County Road <br />#116 from Magnesium Street. Traffic going West will utilize the streets in Cedar Hills <br />and an outlet to Sunfish Lake Boulevard using a proposed street South of the Hunter's <br />Hills Addition. this new street will be required as part of the development of Cedar <br />Hills and Chestnut Hills. MnDOT does not foresee any major impacts on T.H.'s 20 <br />and 47 created by these developments. <br /> <br />Sewer Service: Currently this project is located outside of the 1990 urban service area. <br />Therefore, final project approval will be contingent on the expansion of the MUSA <br />boundary by Metropolitan Council. the City has submitted an amendment to it's <br />comprehensive plan to expand the MUSA boundary to encompass the project. <br /> <br />The City Staff has been working closely with Metropolitan Council in expanding its MUSA <br />boundary since the spring of 1987. On July 13, 1989, Metropolitan Council authorized the <br />expansion of the MUSA boundary to include the area of the proposed Cedar Hills and Chestnut <br />Hills Additions. <br /> <br />On July 18, 1989, the Ramsey Planning and Zoning Commission reviewed the preliminary plat <br />and the City Engineer Review dated July 18, 1989. The Planning and Zoning Commission <br />discussed additional traffic through Hunter's Hill, access from Cedar Hills to the Southwest of <br />Hunter's Hill and street widths. The case was tabled and the developer was directed to redraw the <br />proposed plat with 66 foot wide street right-of-way and that the lots meet minimum area and width <br />requirements. <br /> <br /> <br />
