On August 1, 1989, the Ramsey Planning and Zoning Commission received a petition from <br />Hunter's Hill Addition opposing removal of 144th Lane N.W. "cul-de-sac". Staff notes that this <br />portion of 144th Lane N.W. is not a cul-de-sac, but rather a street which is stubbed to the <br />boundary of Hunter's Hill Addition. <br /> <br />On August 10, 1989, the Ramsey Park and Recreation Commission tabled the case. <br /> <br />On August 22, 1989, the Ramsey City Council adopted Ordinance #89-20 which rezoned the <br />proposed Cedar Hills Addition from R-1 Rural Residential District to R-1 Urban Residential <br />District. <br /> <br />On October 3, 1989, the developers received U.S. Army Corps of Engineer's permit for the park <br />development. <br /> <br />On October 12, 1989, the Ramsey Park and Recreation Commission recommended the acceptance <br />of the park concept plan for Cedar Hills, Chestnut Hills and Windemere Woods Additions with the <br />following recommendations: Modify wetlands to provide space for two softball fields and a soccer <br />field (modification limited so as not to require additional Corps of Engineer review), finished <br />grading, turf establishment (submit grading plan for parks to the City for approval), add Lot 1, <br />Block 1 and Lot 2, Block 2 of Windemere Woods, complete construction of paved walkways <br />along the streets (Park Ordinance requires 300' of frontage of neighborhood parks along streets), <br />the trails leading to and from the park must connect through the wetlands, and the developers must <br />formally request Tax Increment Financing for park development. The balance of the park <br />dedication is to be paid in cash which is One Hundred Thirty Two Thousand Dollars <br />($132,000.00) less land dedication. The balance is to be determined between the developers and <br />the City. <br /> <br />On January 23, 1990, the Rarnsey City Council adopted Ordinance g90-4: AN ORDINANCE <br />AMENDING SECTION 170.32 "INTERPRETATION AND SCOPE" AND 170.038C: <br />STREETS OF CHAPTER 170.03 OF THE CITY CODE OF RAMSEY, MINNESOTA. This <br />ordinance among other items, specified street widths. <br /> <br />On April 3, 1990, the Ramsey Planning and Zoning Commission declared that the proposed <br />subdivisions of Windemere Woods, Chestnut Hills and Cedar Hills are consistent with the Official <br />Zoning Map and Comprehensive Plan for the City of Ramsey. <br /> <br />On April 24, 1990, the City of Ramsey received a petition for local improvement for Cedar Hills <br />Addition. <br /> <br />Staff Recommendations: <br /> <br />Staff recommends preliminary plat approval of Cedar Hills Addition as per the City Engineer's <br />Review dated May 29, 1990. <br /> <br />Planning and Zoning Commission Action: <br /> <br />Motion to recommend approval/denial of the preliminary plat of Cedar Hills Addition based on <br />Staff recommendations. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attomey <br />City Engineer <br />Community Development Director <br /> <br /> Chief of Police <br /> Finance Officer <br />X Planning & Zoning Commission X <br />X Park & Recreation Commission <br /> <br /> <br />
