CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO CONSTRUCT AND <br />OPERATE A MANUFACTURING/RETAIL FACILITY IN THE B-1 BUSINESS <br />DISTRICT; CASE OF C&L CANVAS CRAFTS, STEPHEN J. FRANTA <br /> By: Sylvia Frolik, Acting Community Development Director <br /> <br />Background: <br /> <br />Mr. Stephen J. Franta of C&L Canvas Crafts is proposing to construct and operate a <br />manufacturing/retail facility on Lot 2, Block 3, Alpaca Estates to manufacture and retail canvas boat <br />covers and portable fishouses. The subject property is zoned B-1 Business and manufacturing is <br />not a permitted usc in that disu-ict. Mr. Franta has applied for a conditional use permit to conduct <br />manufacturing operations in a B-1 Business District. <br /> <br />The City has issued several conditional use permits in the past for manufacturing operations in the <br />B-1 Business District generally, and specifically in Alpaca Estates. <br /> <br />Observations: <br /> <br />On August 22, 1990, the City of Ramsey received an application from Stephen Franta to conduct <br />manufacturing operations in a B- 1 Business District. A public hearing regarding the request was <br />scheduled for September 4, 1990. The hearing notice was published in the official newspaper and <br />all properties within 350 feet of the subject property were notified. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of Stephen Franta's request for a conditional use permit. <br /> <br />Motion to: <br />Recommend that City Council adopt the findings of fact relating to Mr. Franta's request for <br />a conditional use permit to conduct manufacturing operations in a B- 1 Business District. <br /> <br />-and- <br /> <br />Motion to: <br />Recommend that City Council approve/deny Mr. Franta's request for a conditional use <br />permit to conduct manufacturing operations in a B-1 Business District. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />Community Development Director <br /> <br /> Chief of Police <br /> Finance Officer <br />X.
