WMMI CUP REQUEST FOR YARD WASTE COMPOST FACILITY By: Merland Otto CAS= # Background: On January 16, 1990, WMMI applied for a CUP for a Class I yard waste composting facility located on S27,T32N,R25N (part of Site ,'P"). The proposal is for an annual capacity of 23,200 tons on a site of approximately 33.4 acres. A public hearing was held February 6, 1990 for which surrounding property owners were notified. On February 6, 1990, the Planning and Zoning Commission tabled action on the proposal until such time that development limitations on Site P were lifted by Metropolitan Council for the proposed use. On March 22, 1990, Metropolitan Council lifted development restrictions by resolution for this proposed use. The applicant has reactivated their proposal and requests that P and Z consider their proposal. For your information, the following items are enclosed: 1) 2) 3) 4) 6) site location map/proposal. Observations: The item of greatest concern is the potential for odor and subsequent complaints by residents. In a recent article, the Hennepin County compost facility in Hassan Township allegedly produced odors up to 2.5 miles away. The applicant has indicated that they would use other unspecified controls as necessary, but that there would be odors. The Commission may wish to consider this along with conditions in the CUP which also may involve a lesser permitted capacity if the Commission finds the proposal suitable for a CUP. Resolution 90-02-48 adopted February 13, 1990 indicates the Council's opposition to locating landfill related activities in the buffer area of Site P.
