COUNCIL BUSINESS <br /> 7.01: Adopt Resolution#23-268 Providing for the Issuance and Sale of$8,315,000 General <br /> Obligation (GO) Bonds, Series 2023A and Levying a Tax for the Payment Thereof <br /> Finance Director Lund reviewed the Staff report in regard to the issuance of general obligation <br /> bonds for the COR. She noted that the bonds were sold this morning in a competitive market at a <br /> premium. <br /> Councilmember Specht thanked Staff for their hard work on this. <br /> Motion by Councilmember Specht, seconded by Councilmember Woestehoff, to adopt Resolution <br /> 423-268 Providing for the Issuance and Sale of$8,315,000 General Obligation(GO)Bonds, Series <br /> 2023A and Levying a Tax for the Payment Thereof. <br /> Motion carried. Voting No: None. <br /> 7.02: Adopt Resolution#23-223 approving the Haviland Fields EAW,Findings of Fact,and <br /> Record of Decision <br /> Planning Manager Larson reviewed the staff report concerning the Haviland Fields environmental <br /> assessment worksheet (EAW) and its findings. He stated that the Kimley-Horn and Presbyterian <br /> Homes teams are both in attendance to answer any questions. <br /> Councilmember Riley asked about the traffic study and the trip generation. He asked where these <br /> numbers came from. <br /> Jacob Rojer, Traffic Engineer with Kimley-Horn, came forward and shared that everything used <br /> in the study was based on the Institute of Transportation Engineer's guidelines. He noted that these <br /> numbers are taken from surveys done at all sorts of multi-family development across the country. <br /> He stated that these numbers are industry standards. <br /> Councilmember Woestehoff asked if the idea is that a multi-family housing unit with 303 units <br /> would result in approximately 1376 daily trips, making it an average of four and a half daily trips <br /> per unit. <br /> City Council/ October 24, 2023 <br /> Page 4 of 7 <br />
