Mr. Rojer said yes. <br /> Councilmember Musgrove asked about the intersection at Highway 47 and Sunwood and the <br /> ratings on the left turn of D and E, then through street ratings of D and A. She added that the <br /> overall rating is also an A. She asked how this can be that the rating is so high. She asked about <br /> the relationship between the operations by movement and the overall intersection. <br /> Mr. Rojer explained that the overall intersection rating is a weighted rating. He noted that on <br /> Highway 47, MnDOT gives priority to their main line and making sure that people can travel north <br /> and south through Ramsey. He noted that the worse ratings only have a handful of people making <br /> the movement in an hour; however, there may be 500 people going through the intersection on <br /> Highway 47. He noted that Highway 47 is the driving factor of what the overall rating will be. <br /> Motion by Councilmember Woestehoff, seconded by Councilmember Olson, to Resolution 423- <br /> 223 approving the Haviland Fields EAW, Findings of Fact, and Record of Decision. <br /> Further discussion: <br /> Councilmember Musgrove shared her appreciation for the County's input as it gave more <br /> direction. She asked if this EAW is now taken as a model and if there will be more input in the <br /> future that could drive potential change for road structure and development as this project moves <br /> forward. <br /> Planning Manager Larson explained that an EAW is generally good for five years and if the project <br /> is not built out in that time, then there would be an update done to it. <br /> Motion carried. Voting Yes: Mayor Kuzma, Councilmembers Woestehoff, Olson, Musgrove, <br /> Riley, and Specht. Voting No: None. Absent: Councilmember Howell. <br /> 7.03: Adopt Ordinance #23-15, Amending Chapter 34 Regarding Tobacco and Cannabis <br /> Use on Public Property <br /> Community Development Director Hanson reviewed the staff report in regard to the chapter <br /> amendments regarding tobacco and cannabis use on public property. <br /> Mayor Kuzma stated that the Council has had extensive discussions on this matter. <br /> Motion by Councilmember Riley, seconded by Councilmember Musgrove, to waive the City <br /> Charter Requirement that the Ordinance be read aloud and adopt Ordinance 423-15 Amending <br /> Chapter 34 Offenses and Miscellaneous Provisions, Article L In General, of the City Code by <br /> Adding Section 34-2 Regarding Tobacco and Cannabis Use Within Public Property. <br /> Further discussion: <br /> Councilmember Olson asked if all members of the Council needed to be present to vote on this. <br /> City Council/ October 24, 2023 <br /> Page 5 of 7 <br />
