6. Prohibition Against Transfer of Property; Enforcement. <br /> <br />Notice <br />1. <br /> <br />J <br /> <br />No real property in the city shall be transferred unless the parties to the <br />transaction have complied with the requirements of this SECTION. <br /> <br />of Violations. <br /> <br />Cause to Issue a Notice of Violation. Unresolved and either separate, <br />recurrent, or continuing violations of this SECTION by an applicant, <br />permittee, installer or other person, as determined by inspections, <br />reinspection, or investigations shall constitute non-conformance or <br />noncompliance with this SECTION. <br /> <br />Serving a Notice of Violation. A notice of violation shall be served by <br />mail upon the applicant, permit, installer or other person found to be in <br />violation of this SECTION. <br /> <br />Contents of a Notice of Violation. A notice of violation shall contain the <br />following: <br /> <br />(a) <br /> <br />A statement documenting the findings of fact through inspections, <br />reinspection or investigations; <br /> <br />(b) A list of specific violations of this SECTION; <br /> <br />(c) The specific requirements for correction or removal of said <br /> violations; <br /> <br />(d) A mandatory time schedule for correction, removal and <br /> compliance with this SECTION; and <br /> <br />(e) <br /> <br />Specific enforcement actions that will be taken if corrective action <br />is not completed. <br /> <br />(0 <br /> <br />In case the owner shall fail, neglect, or refuse to comply with the <br />notice to repair or rehabilitate or abate as described in section <br />above, the City may order the owner of the building prosecuted as <br />a violator of the provisions of this section and may order the work <br />specified in such notice. A statement of the cost of such work shall <br />be transmitted to the city, who shall cause the same to be paid and <br />levied as a special assessments against the property. <br /> <br />State Notification of Violations. Any inspection installation, design, <br />construction, alteration or repair of an ISTS by a licensed person or any <br />pumping and disposal of septage by a licensed pumper or hauler done in <br /> <br />12 <br /> <br /> <br />
