6. Prohibition Against Transfer of Property; Enforcement. Notice 1. J No real property in the city shall be transferred unless the parties to the transaction have complied with the requirements of this SECTION. of Violations. Cause to Issue a Notice of Violation. Unresolved and either separate, recurrent, or continuing violations of this SECTION by an applicant, permittee, installer or other person, as determined by inspections, reinspection, or investigations shall constitute non-conformance or noncompliance with this SECTION. Serving a Notice of Violation. A notice of violation shall be served by mail upon the applicant, permit, installer or other person found to be in violation of this SECTION. Contents of a Notice of Violation. A notice of violation shall contain the following: (a) A statement documenting the findings of fact through inspections, reinspection or investigations; (b) A list of specific violations of this SECTION; (c) The specific requirements for correction or removal of said violations; (d) A mandatory time schedule for correction, removal and compliance with this SECTION; and (e) Specific enforcement actions that will be taken if corrective action is not completed. (0 In case the owner shall fail, neglect, or refuse to comply with the notice to repair or rehabilitate or abate as described in section above, the City may order the owner of the building prosecuted as a violator of the provisions of this section and may order the work specified in such notice. A statement of the cost of such work shall be transmitted to the city, who shall cause the same to be paid and levied as a special assessments against the property. State Notification of Violations.
