ORDINANCE NO. 98-15 <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN INTERIM ORDINANCE ESTABLISHING <br />DEVELOPMENT OF CERTAIN PARCELS OF <br />RAMSEY, ANOKA COUNTY, MINNESOTA <br /> <br />A MORATORIUM ON THE <br />LAND WITHIN THE CITY OF <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AUTHORITY <br /> <br />This Ordinance is adopted pursuant to that authority granted to the City by MSA 462.355, Subd. <br />4, entitled "Interim Ordinance." <br /> <br />SECTION 2. PREAMBLE AND PURPOSE <br /> <br /> WHEREAS, the City is currently under a contract with planning consultants, Hoisington <br />Koegler Group, Inc., to review existing and future land uses and transportation corridors for <br />inclusion in the amended Comprehensive Plan; and <br /> <br /> WHEREAS, the Anoka Hennepin Technical College has conducted studies identifying a <br />variety of code deficiencies at their facility on Highway #10 NW and the need to redevelop at the <br />present location; and <br /> <br /> WHEREAS, expansion of the Anoka Hennepin Technical College will require <br />acquisition of parcels to the west of the present facility within the Ramsey City limits; and <br /> <br /> WHEREAS, the City of Ramsey has consequently identified a need to study the college <br />expansion project into the Ramsey City limits, with the goal in mind of reviewing issues such as <br />compatible land uses, appropriate future land uses, and transportation corridors. <br /> <br />SECTION 3. STUDIES <br /> <br />The City Council hereby directs its City Staff to advise it as to the estimated expense and sources <br />of funding for the Comprehensive Plan amendment studies identified above and to report to the <br />City Council within 30 days its findings, at which time the City Council will order said <br />Comprehensive Plan studies. In addition, staff shall advise the City Council as to what other <br />development studies are appropriate in order to accomplish the purposes of this ordinance. The <br />studies ordered pursuant to this ordinance shall make recommendations to the City Council for <br />the adoption of policies, procedures and ordinance amendments relating to the Comprehensive <br />Plan amendments referenced above. <br /> <br /> <br />
