11. Off-street parking and outside storage or display areas; <br /> <br />12. Calculations of projected water usage using Minnesota <br /> Pollution Control Agency and/or Minnesota Department <br /> of Health guidelines; and <br /> <br />13. Color rendering(s) and when requested by the City, <br /> colored material samples. <br /> <br />Additional submittal requirements: The applicant shall provide <br />a traffic generation analysis for all proposed multiple family <br />dwellings (three or more units) and mobile home parks and, <br />when requested by the City, for proposed commercial and <br />industrial developments. <br /> <br /> Subd. 2. Planning Department Review. The applicant shall submit <br />the plans for the proposed project to the Planning Department at least 21 days prior to a <br />regular Planning Commission meeting. The purpose of this is to allow the City Staff to <br />review the proposed project. The applicant shall submit the following information at this <br />time: <br /> <br />a. Completed site plan/design approval application; and <br /> <br />b. Application fee and escrow deposit, in an amount <br /> determined from time to time by City Council resolution. <br /> <br />as <br /> <br />The City Staff shall ascertain what on-site and/or off-site improvements exist on the site <br />or are provided for on the site as provided by the applicant. These improvements shall <br />include grading, gravel base, blacktop, sidewalk, curb and gutter, drainage, parking <br />area(s), sewer systems, storm sewer, catch basins, sewer connections, water mains, wells, <br />property line curbs, buffer areas and other items of a similar nature including streets, <br />alleys, and utility and drainage easements. <br /> <br />The proposed development contract along with the applicant's site plan/building design <br />plan and City Staff's review shall be forwarded to the Planning Commission. <br /> <br />The Planning Commission shall review the site plan/building design plan application. <br />After said review, the Planning Commission shall make a recommendation for approval, <br />denial, or modification to the Council. The Planning Commission shall draft findings of <br />fact to support a recommendation of denial. <br /> <br />The Council shall review the application and either approve the site plan/building design <br />plan or adopt findings of fact and deny the application. The Council may, as a condition <br />of approval, require certain additional conditions in either the proposed development <br />agreement or the site/building design plan. The City Council's final action on the <br />application shall be the City's final action on the application. <br /> <br />All costs incurred by the City in processing an application for a site plan review shall be <br />paid by the applicant. Said costs shall include but not be limited to: professional <br /> <br /> <br />
