11. Off-street parking and outside storage or display areas; 12. Calculations of projected water usage using Minnesota Pollution Control Agency and/or Minnesota Department of Health guidelines; and 13. Color rendering(s) and when requested by the City, colored material samples. Additional submittal requirements: The applicant shall provide a traffic generation analysis for all proposed multiple family dwellings (three or more units) and mobile home parks and, when requested by the City, for proposed commercial and industrial developments. Subd. 2. Planning Department Review. The applicant shall submit the plans for the proposed project to the Planning Department at least 21 days prior to a regular Planning Commission meeting. The purpose of this is to allow the City Staff to review the proposed project. The applicant shall submit the following information at this time: a. Completed site plan/design approval application; and b. Application fee and escrow deposit, in an amount determined from time to time by City Council resolution. as The City Staff shall ascertain what on-site and/or off-site improvements exist on the site or are provided for on the site as provided by the applicant. These improvements shall include grading, gravel base, blacktop, sidewalk, curb and gutter, drainage, parking area(s), sewer systems, storm sewer, catch basins, sewer connections, water mains, wells, property line curbs, buffer areas and other items of a similar nature including streets, alleys, and utility and drainage easements. The proposed development contract along with the applicant's site plan/building design plan and City Staff's review shall be forwarded to the Planning Commission. The Planning Commission shall review the site plan/building design plan application. After said review, the Planning Commission shall make a recommendation for approval, denial, or modification to the Council. The Planning Commission shall draft findings of fact to support a recommendation of denial. The Council shall review the application and either approve the site plan/building design plan or adopt findings of fact and deny the application. The Council may, as a condition of approval, require certain additional conditions in either the proposed development agreement or the site/building design plan. The City Council's final action on the application shall be the City's final action on the application. All costs incurred by the City in processing an application for a site plan review shall be paid by the applicant. Said costs shall include but not be limited to: professional
