Exhibit B <br /> <br />Quad Cities I-Net Performance Standards <br /> <br />Upon completion of the I-Net upgrade specified in Section 7 of the Franchise: <br /> <br />Video <br />A. <br /> <br /> Transmission <br /> Video transmission will comply with the following performance standards: <br />1° Carrier to noise ratio = 45dB or better <br />2. Carrier to composite triple beat = 53dB or better <br />3. Carrier to composite second order = 55 dB or better <br />4. Carrier to cross modulation = 55 dB or better <br />5. System signal level variations (peak to valley) = n +10 + 2 or better for <br /> all coaxial cable portions of the I-Net (where N = the number of amplifiers <br /> in cascade). <br /> <br />Bo <br /> <br /> Testing will occur twice yearly following the timing established in 47 C.F.R. <br />§ 76.601 and 76.605. <br />1. From the institution to the longest subscriber cascade. <br />2. From the institution through the applicable headend/hub site returning <br /> back to the same institution. <br />3. Performed using existing I-Net carriers active at the time of the testing, <br /> which will subject them to service interruptions. <br />4. Completed at Grantee-designated entry demarcation point at the <br /> institution. <br />5. The system will meet calculated worst case fully loaded video and audio <br /> measurements, taking into consideration existing 1-Net data loading at the <br /> time the measurement is taken. <br />6. Under ordinary operating conditions. <br /> <br />II. <br /> <br /> Digital Transmission <br />A. For I-Net that is 50% or more coaxial cable, a Bit Error Rate of 1 x 10(-8) at the <br /> demarcation point. <br /> 1. Outage times not included. <br /> 2.
