permit any gambling therein, except as <br /> authorized by the State of Minnesota <br /> charitable gambling law. <br />9. No licensee shall knowingly permit the <br /> licensed premises or any room in those <br /> premises, or any adjoining building <br /> directly or indirectly under the <br /> licensee's control, to be used as a resort <br /> for prostitutes. <br />10. Any police officer, health officer, <br /> sanitarian, building inspector, or any <br /> property designated officer or employee <br /> of the City shall have the right to enter, <br /> inspect and search the premises of the <br /> licensee during business hours without a <br /> warrant; however, in the event an <br /> occupant of a room in the hotel portion <br /> of the licensed premises shall refuse <br /> entry to any police officer, health <br /> officer, sanitarian, building inspector, <br /> or any properly designated officer or <br /> employee of the City, on the basis that <br /> the time of the inspection is not a <br /> reasonable one and does not in fact allow <br /> the representative of the City entry to <br /> such portion of the premises, then the <br /> representative of the City shall request <br /> a search warrant from a court of <br /> appropriate jurisdiction. <br /> 11. No on sale liquor establishment shall <br /> display liquor to the public during hours <br /> when the sale of liquor is prohibited by <br /> this chapter and no on sale licensee shall <br /> sell alcoholic beverage off sale. <br /> 12. No licensee shall apply for or possess a <br /> Federal Wholesale Retail Liquor Dealer's <br /> special tax stamp or a federal gambling <br /> stamp. <br /> 13. No equipment or fixture in any licensed <br /> place shall be owned in whole or in part <br /> by any manufacturer or distiller of <br /> alcoholic beverage, except such as shall <br /> be expressly permitted by state law. <br /> 14. The retail sale for beverage purposes of <br /> ethyl alcohol or neutral spirits, or <br /> substitutes therefore, possessing the <br /> taste, aroma, and characteristics <br /> generally attributed to ethyl alcohol or <br /> neutral spirits, as such, is hereby <br /> <br /> prohibited. Nothing in this paragraph <br /> shall be construed to prohibit the sale of <br /> other products obtained by the use of <br /> ethyl alcohol or neutral spirits as <br /> defined in U.S. Treasury Department, <br /> Bureau of Internal Revenue, Regulations <br /> 125, Article II, Standards of Identity for <br /> Distilled Spirits. <br />15.The business records of the licensee, <br /> including federal and state income tax <br /> returns, shall be available for inspection <br /> by the City Council or other duly <br /> authorized representative of the City at <br /> all reasonable times. <br />16.Changes in the corporate or association <br /> officers, corporate charter, articles of <br /> incorporation, bylaws or partnership <br /> agreement, as the case may be, shall be <br /> submitted to the City Administrator <br /> within thirty (30) days after such <br /> changes are made. In the case of a <br /> corporation, the licensee shall notify the <br /> City Administrator when a person not <br /> listed in the application acquires an <br /> interest which, together with that of his <br /> spouse, parent, brother, sister or child, <br /> exceeds five percent (5%), and shall <br /> give all information about said person as <br /> is required of a person pursuant to the <br /> provisions of Section 130.055 of this <br /> chapter. <br />17.At the time a licensee submits an <br /> application for a license or for renewal <br /> of a license, the licsensee shall state the <br /> nature and amount of any contribution <br /> or contributions made in the preceding <br /> five (5) years for state and local political <br /> campaigns or for political purposes, the <br /> person to whom the contribution was <br /> made, and the person or organization for <br /> whom intended. <br />18.No licensee shall sell, offer for sale, or <br /> keep for sale, alcoholic beverages in any <br /> original package which has been refilled <br /> or partly refilled. No licensee shall <br /> directly or through any other person <br /> dilute or in any manner tamper with the <br /> contents of any original package so as to <br /> change its composition or alcoholic <br /> <br /> <br />
