condition and which are capable of safely maintaining a minimum indoor temperature of sixty - <br />eight (68) degrees Fahrenheit at an outside temperature of twenty (20) degrees below zero (0) <br />Fahrenheit at thirty-six (36) inches above the floor in all habitable rooms, bathrooms, and water <br />closet compartments in every dwelling unit located therein. Gas or electric appliances designed <br />primarily for cooking or water heating purposes shall not be considered as heating facilities <br />within the meaning of this section. Portable heating equipment employing flame and the use of <br />liquid fuel does not meet the requirements of this section and is prohibited. No owner or occupant <br />shall install, operate or use a heater employing a flame that is not vented outside the structure in <br />an approved manner. <br /> <br />SECTION 110.193C - MINIMUM WATER HEATING STANDARDS: Every dwelling shall have <br />water heating facilities which are installed in an approved manner, are maintained and operated <br />in safe and good working condition, are properly connected with the hot water lines, and are <br />capable of allowing heated water to be drawn at every required fixture at a minimum temperature <br />of one hundred twenty (120) degrees Fahrenheit. <br /> <br />SECTION 110.193D - UNITS AT OR BELOW GRADE: <br /> <br />1) <br /> <br />All windows located at or near ground level used or intended to be used for <br />ventilation, all other openings located at or near ground level, and all exterior <br />doorways which might provide an entry for rodents shall be supplied with adequate <br />screens or such other devices as will prevent the entrance of rodents into the <br />structure. <br /> <br />2) <br /> <br />Ali sewers, pipes, drains or conduits and openings around such pipes and conduits <br />shall be constructed to prevent the ingress and egress of rodents to or from the <br />building. <br /> <br />3) <br /> <br />Interior floors or basements and other areas in contact with the soil shall be <br />rodent-proofed to prevent the entrance of rodents into the structure. <br /> <br />SECTION 110.193E - FACILITIES FOR STORAGE AND DISPOSAL OF RUBBISH AND <br />GARBAGE: Every owner of a dwelling unit shall be responsible for providing and maintaining <br />facilities for the storage and disposal of rubbish and garbage and for arranging for the collection <br />of this material. In the case of multiple family dwellings, these responsibilitiesshall be those of <br />the occupants. <br /> <br />SECTION 110.193F - RODENT HARBORAGE IN OCCUPIED AREAS: It shall be the <br />responsibility of the owner of a dwelling unit to prevent the formation of rodent harborage in or <br />about the premises. It shall further be the responsibility of said owner to prevent the placement or <br />accumulation of materials that may serve as food for rodents in a site accessible to rodents in these <br />areas. <br /> <br />SECTION 110.193G - PEST OR VERMIN EXTERMINATION: The owner of a dwelling or <br />dwelling units shall be responsible for the extermination of pest or vermin infestations on the <br />premises. <br /> <br />ARTICLE IV: BASIC SAFETY REQUIREMENTS FOR INTERIOR AND EXTERIOR <br /> MAINTENANCE <br /> <br />SECTION 110.194A - KITCHEN FACILITIES: Kitchen facilities in every dwelling unit shall be <br />maintained in the following manner: <br /> <br />1) <br /> <br />A kitchen sink shall be in good working condition and properly connected to an <br />approved water supply system which provides at all times heated and unheated <br />running water under pressure, and which is connected to an approved sewer <br />system. <br /> <br /> <br />
