It is unlawful for any person <br /> who owns or has custody of a dog to cause or permit such <br /> animal 'to defecate on any private property without the <br /> consent of the property owner or on any public property <br /> unless such person immediately removes the excrement and <br /> places it in a proper receptacle. The provisions of this <br /> Section shall not apply to seeing-eye dogs under the control <br /> of a blind person or do§s wtlile being used in City Police <br /> acti vi ty. <br /> <br />SECTION Z. REPEAL <br /> <br /> Chapter 110.03 of the Ramsey City Code is hereby repealed and <br />is replaced by the Chapter 110.03 language provided for within <br />this Ordinance. <br />SECTION 3. PENALTY <br /> <br /> Any person violating any provision of this ordinance, with <br />the execption of Section 110.035, is guilty of a misdemeanor and <br />upon conviction shall be punished by a fine of not more than <br />$700.00 or imprisonment for not more than ninety (90) days or <br />both. <br /> <br />SECTION 4.
