SECTION LICENSING OF COLLECTION! HAULING OR CONVEYING RECYCLABLE MATERIALS Subd. 1. License Required. No person, firm or corporation shall engage in a commercial business of collecting, hauling or conveying recyclable materials in the city unless a license is secured therefore as provided in this ordinance. Subd. 2. Application for License. Application for such license to collect, haul or convey recyclable materials in the City shall be in writing, shall be filed with the City Administrator and shall state the name and address of the applicant, the types and makes of equipment to be used, a schedule of charges for the performance of said services, and full information as to where and how such material shall be disposed of. Said application shall also be accompanied by the license fee hereafter provided and by a good and sufficient policy of insurance whereby each vehicle to be used by said applicant shall be covered against loss or injury in the following amounts: each person injured, at least Fifty Thousand Dollars ($50,000); each accident, at least One Hundred Thousand Dollars ($100,000) for loss or damage to property. Such insurance policy shall provide for the giving of thirty (30) days prior notice to the City of the termination or cancellation of said policy. Subd. 3. License Fee. The annual license fee for such license shall be established by resolution of the City Council from time to Subd. 4. Term and Issuance of License. Ail licenses shall expire on the 31st day of December of the effective year. Licenses first issued in the fourth quarter of a calendar year shall be effective through December 31 of the following year. Applications for licenses shall be considered by the City Council and, if approved by the City Council, a license shall be issued by the City Administrator. Licenses shall not be transferable from one person, firm, or corpora- tion to another person, firm, or corporation. License fees paid to renew an expired license shall be paid on or before December 1st of the year preceding the effective year. Any annual fee paid later than five (5) working days after December 1st is subject to an additional administrative service charge. Subd. 5. Equipment of Collector. Each licensed collector shall provide a covered truck, so constructed that the contents will not leak or spill therefrom, in which all material collected by him shall be conveyed to the place designated in his application. The conveyance used shall be kept clean and as free from offensive odors as possible, and shall not be allowed to stand in any street, alley or public place longer than is reasonably necessary to perform collection. Subd. 6. Recyclable Materials Collections. Collections of 'ecyclable materials shall be made under such terms and at such times frequencies as shall be designated from time to time by the City Council.
