An Open ~.4r~.it$; permit shall require a non-refundable application fee. In the event the Open <br />Burning p~it~ >plication is approved, the permit fee shall be volume based. Application and <br />permit fee~ ~hal]~ >e set annually by City Council resolution. However, the City Council may at <br />other time~ ~[meSd its resolution setting the fees as it deems necessary. The fees established by <br />City Counefl~:es~lution shall continue to be the required fee until amended by a resolution. <br />7.83.07 ~ iPERMIT PROCESS FOR OPEN BURNING <br /> <br />Upon recei o~the~ completed Open Burning permit application and permit fee, the City <br />Administra~tr or his/her designee shall schedule a preliminary site inspection to locate the proposed <br />burn site, d~t a~fire event safety plan, and note special conditions. The materials to be burned <br />may then .~[pil.~I for burning at which time a second inspection shall be scheduled to assess <br />volume of r~ter~l and associated fees, set dates and times of permitted bum and review f'n'e safety <br />considerations. Two days before burning, the permit holder shall notify the City of Ramsey Fire <br />Departmenfdf,: ~ tl~ proposed burn. <br /> <br />Prior to s~ng!an Open Burn, the permit holder shall be responsible for confirming that no <br />burning bat~r ~' quality alert is in effect. Every Open Burn event shall be constantly attended by <br />the permit l~der~or his/her competent representative. The Open Burning site shall have available, <br />appropriate~pm~unication and fire suppression equipment as set out in the fire safety plan. The <br />Open Burn f~e s~all be completely extinguished before the permit holder or his/her representative <br />leaves the s.i0g. If is the responsibility of the permit holder to have a valid permit, as required by <br />this sectiol~, available for inspection on the site by the Ramsey Police Department, Fire <br />Departmental/IPCA representative, and/or DNR Forest Officer. <br /> <br />The permitlh old~r is responsible for compliance and implementation of all general conditions, <br />special con~ [ion~ and the burn event safety plan as established in the permit issued. The permit <br />holder shall~lle r~ponsible for all costs incurred as a result of the burn, including, but not limited <br />to, fire suppi'4ssi4fi and administrative fees. <br /> .83.09 i voc^x o mJe. <br />The Open llru~itqg Permit is subject to revocation at the discretion of the MPCA commissioner, or <br />DNR forest k)[fic~, or the City Administrator or his/her designee. Reasons for revocation include, <br />but are not lil~ tite41~ to: a fire hazard existing or developing during the course of the bum, any of the <br />conditionsOl thd~ permit being violated during the course of the bum, pollution or nuisance <br />conditions de' ~elc/ping during the course of the burn, or a fire smoldering with no flame present. <br />7.8 3.10 · D~NIAL OF OPEN BURNING PERMIT <br />If establish~4t~ crit~fi.a for the issuance of an open burning permit are not met or during review of <br />said applica~,JJ)n, _Itt ts determined that a practical alternative method for disposal of the material <br />exists, or a ~c llut~on or nuisance condition would result, or if a burn event safety plan cannot be <br />drafted to thin,satiSfaction of the City Administrator or his/her designee, the City Administrator or <br />his/her desig~ ~e xgay deny the application for the open burning penrdt. <br />7.8 3.11 _ BIjIRNING BAN OR AIR QUALITY ALERT <br /> [ <br /> uBfft~ or Open Burn will be permitted when the City or DNR has officially declared <br /> potential hazardous fire conditions or when the MPCA has declared an Ak <br /> <br />No RecreatiOr <br />a burning b~ <br />Quality Alert. <br /> <br /> <br />
