[ } S~bd. 1. Writing Requirement. Every ordinance and resolution shall be presented In xt!riting and shall be read in full before a vote is taken thereon, but reading in full may be disg~?se~ with by unanimous consent. All motions shall be recorded in the minutes and stated in fuiFl before they are submitted to a vote by the presiding officer. All petitions and other communic~t~onsladdressed to the council shall be in writing and shall be read in full upon presentation ~o tl~,c council. They shall then be recorded in the minutes by title and filed with the minutes in th6. office of the Clerk. i Sl~bd. 2. Signature. Every ordinance and resolution passed by the council shall be sigrld4t b~ the mayor, attested by the Clerk, and filed in the ordinance or resolution book. Proof of pul)licafibn of every ordinance shall be attached to and filed with the ordinance. [ Subd. 3. Repeal of Prewous Ordinance and Resolution. Every ordinance or ~es~ution repealing a previous City Code provision or resolution or section thereof shall give th9 [nun~ber, if any, and the title of the City Code provision or resolution to be repealed in whole or in~r ,t~.! No City Code provision or resolution or section thereof shall be amended by reference to'.the title alone, but such amending ordinance or resolution shall set forth in full each section to be ~me~ded. Mayor. The salary of the Mayor of the City of Ramsey shall be $500 per month ($( 00t~ per year). Su~bd. 2. City Council. The salary of each Council member of the City of be ~375 per month ($4,500 per year). Ramsey shall' 2.02 Eeonomic Development Authority 2.02.01 Establishment. The City of Ramsey hereby establishes the Ramsey Economic Development Aulhority (the "EDA"). The EDA shall be governed by a board of commissioners consisting of ~e five members of the City Council, and the term of each commission of the EDA shall coincid~ wi~h that commissioner's term of office as a member of the City Council. The purpose of th~E~A is to promote the economic, commercial, housing, and industrial development and redevelol~e~t of the City and in order to consolidate the activities undertaken by the City in those areas. 2.02.02 [PoWers.
