Purpose of Boards and Commissions. All Boards and Commissio0~/cr4ated by this section shall be for the purpose of advising the City Council with respect to an}i mt~nicipal function or activity or to perform quasi judicial functions as designated herein and/°r as d~signated from time to time by City Council Resolution. Sdbd. 3. Abolishment. The City Council may by ordinance abolish any Board or Con tmiS~sion created herein. 2.03.02 APpointment of Members, Terms of Office and Removal. Stibd. 1. Nine Voting Members and Residence Requirement. Each Board or Cot~ami~sion will consist of no more than nine voting members in accordance with the City of Rams ey Charter, all of whom shall be residents of the City of Ramsey. Members shall represent a 1~ ~ad ~ange of interest in functions of the City. , S~bd. 2. Ex-Officio Members. The City Council may appoint, by majority vote. a c~uncil member(s) or city staff person(s) as ex-officio member(s) of any Board or Commission i ~rivileged to speak on any matter without a vote, and the ex-officio member(s) shall provide a liai,~ >n I:~etween the Board or Commission and City Council. . . Sttbd. 3. Appointment and Oath. Members of a Board or Commission shall be appoi~ted by a majority vote of the City Council for staggered two year terms, except that any person al:.>oiOted. to fill a vacancy occurring, prior to the .expirati°n of the term for which a predecessor W ts appointed shall be appointed only for the mmmnder of such term. Each appointed member shall bet'ore entering upon the discharge of duties, take an oath agreeing to faithfully discharge the · .uti~s of office. [ Subd. 4. Serve Without Compensation. All members of a Board or Commission lhall serve without compensation. Board or Commission members may receive a stipend for expenses as established by resolution of the City Council. I Su~d. 5. Unexcused Absences.
