Section 9i50.$7 is hereby repealed and amended to read as follows: <br /> <br /> Subd. 1. All sidewalks and pedestrian ways required by the City shall be <br />constm~ ~ of a four inch concrete placed on a four inch (4") gravel base. Grades shall be <br />as approved by the City Engineer. Sidewalks shall be placed in the public fight-of-way <br />one foot f :ora, the property line and shall be a width designated by the City. <br /> <br /> Subd. 2. Construction of trailways All accessible <br />bikeway/walkway trailways shall be constructed of a minimum two inch (2") bituminous <br />mat on a ~wo inch (2") gravel base. Grades and specifications shall be as approved by the <br />City Engineer. All paved trailways shall be of an eight foot (8') width with two foot (2') <br />graded 8~,.ulders. All horse and wilderness trailways shall be graded to a minimum four <br />foot (4) ~'idth and surfaced as determined by the Park and Recreation Commission. <br />SECTION 2. ORDINANCE SUMMARY FOR PUBLICATION <br />The folloWing is the official summary of Ordinance/t93-01, which has been approved by <br />the City E~oun¢il of the City of Ramsey as clearly informing the public of the intent and <br />effect of tlie ordinance: <br /> <br />Section 9~02 Definitions: Add a definition for "Parcel". "Domestic Sewage" and <br />"Non-Dor!hestic Sewage (Process Waste Water)"; eliminate the definition for "Process <br />Waste W~er", <br /> <br />Section ~.21.23 B-3 Highway Business District: This entire section was <br />rewritten ~ amend the permitted uses to include the following conditional uses: enclosed <br />retail and ~ental activity, offices, banks, personal and professional services, drive-in and <br />convenience, fast food establishments, commercial car washes, gas station, track stop, and <br />motor vehlcle repair, convenience store with gasoline. Amend the standards to include <br />those item~ lisged as criteria for conditional uses. Amend accessory uses to include open <br />and outdoor stOrage, service, sales, display or rental. Amend to establish a minimum <br />standard f~r site improvements and for all properties to be in compliance with same by <br />January 1, 1994 <br /> <br />Section 9~50,37 Park and Open Space Dedication: Amend to establish a priority <br />policy for lark dedication as being neighborhood parks, trails, community parks, multi- <br />jurisdietiO~ al Parks, in that order. Eliminate credit to developers for trail fight-of-way <br />given. Re~ uiro developer to provide surfaced off-street parking for parks. <br /> <br />Section 9i50.~50 Construction of Improvements: Amend to require a park and <br />trail devel~ pment plan as part of subdivision approval and to require the development of <br />same as a l~art of the Stage I improvements. Amend to require a street light construction <br />plan as l~ar~ of the subdivision approval and the installation of same to be included in the <br />Stage I ina~rov~ements. Amend to establish a procedure whereby a request for City <br />participation in the cost of improvements in a residential or non-residential development <br />shall be clelerr~ed by City Council on a case by ease basis and that the cost of oversizing <br />infrastructttro 8hall be eligible for funding by the City. Amend so that the 15% financial <br />guaranteo ~quh'ed of the developer shall only apply to City awarded improvement projects <br />and add language to require a financial guarantee from the developer in an amount equal to <br />125% of tl~ cost of the improvements in non-City awarded improvement projects. <br /> <br />Section 9Lq0.57 Construction of Trailways: Amend to establish construction <br />standards for bikeway/walkway trails versus horse or wilderness trails. <br /> <br /> <br />
