Commercial use vehicles and equipment intended to be parked outside that cannot meet the criteria established in c. 1 and 2 but can provide for alternatives to same, shall be required to obtain an Interim Use Permit. The Interim Use Permit shall be processed utilizing the same fee, escrows and procedures established for Conditional Use Permits in Section 9.03.04 of the Ramsey City Code. Active agriculture use and equipment necessary to sustain that use are allowed and not required to be parked on prepared surfaces or screened. Private and/or commercial use type motor vehicles and equipment shall not be parked on a parcel unless said personal property is owned or leased by a person residing on the parcel, or owned or leased by the employer of a person residing on the parcel. The Minnesota Department of Motor Vehicles registration records shall be used to determine the owner of registered vehicles and/or equipment and said owner's address. All properties shall come into compliance with the terms of this Section no later than November 30, 1997. Section 9.02 (Definitions) is hereby amended to include the following definitions: "Coverage" - That portion of a lot covered by principal and accessory use structures, and may include impervious surfaces if it is so indicated in the individual zoning districts. "Driveway" - An on-site traffic lane leading directly to a garage from the closest street access, the width of which cannot exceed the garage width by more than 15 feet, or in the absence of a garage, a traffic lane to a parking pad that cannot exceed 20 feet in width. "Equipment, Commercial Use" - Any motorized or non-motorized apparatus whose primary use is to facilitate the generation of revenue. "Equipment, Private Use" - Any motorized or non-motorized apparatus whose primary use is for personal activities not related to generating revenue or profit. "Impervious Surface" - A properly maintained artificial surface through which water cannot easily penetrate. "Motor Vehicle, Commercial Use" - Any device designed to be self-propelled that is eligible for legal operation on the public roads and highways and whose primary use is to facilitate the generation of revenue. This shall not include standard passenger automobiles, pick-up trucks and vans displaying company logos and/or advertisements. "Motor Vehicle, Private Use" - Any device which is designed to be self propelled, is eligible for legal operation on the public roads and highways, and whose primary use is to transport persons and/or property for personal or recreational activities. For purposes of this Chapter, private use motor vehicles shall include operable vintage/classic cars and race cars.
