ORDINANCE #97-04 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 4 WHICH IS KNOWN AS THE PUBLIC <br />FACILITIES AND IMPROVEMENTS CHAPTER OF THE CITY CODE OF RAMSEY, <br />MINNESOTA. <br /> <br />AN ORDINANCE ADDING SECTION 4.70 "IMPLEMENTATION OF CHAPTER 8.6 <br />OF THE CITY CHARTER" TO CHAPTER 4 OF THE CITY CODE OF RAMSEY, <br />MINNESOTA. <br /> <br />The City of Ramsey ordains: <br /> <br />4.70.01 AUTHORITY <br /> <br />This Ordinance is adopted pursuant to the authority granted the City Council by Section 12.12 of <br />the Ramsey City Charter. <br /> <br />4.70.02 <br /> <br />PURPOSE AND APPLICABILITY <br /> <br />The purpose of this Ordinance is to provide uniform regulations to carry out and make effective <br />Section 8.6 of the City Charter. This Ordinance applies to any residential improved property in <br />the City, which property has Urban Services (sewer and/or water) available to it and which <br />property has not been assessed for the benefit of said Urban Services. <br /> <br />4.70.03 <br /> <br />DEFINITIONS <br /> <br />As used in this Ordinance, the following terms have the meanings provided in this Section unless <br />the context clearly requires otherwise. <br /> <br />(a) <br /> <br />As used in Section 2 herein Urban Services (sewer and/or water) are "available" <br />to a residential improved property when said services are located in a street or <br />public easement which is adjacent to or abuts the residential improved property. <br /> <br />(b) <br /> <br />"Non-Functional private sewer system" means an individual on-site sewer system <br />which does not comply with Chapter 7080 of Minnesota Rules, which Chapter is <br />entitled "Minnesota Pollution Control Agency, Water Quality Division, Individual <br />Sewage Treatment Systems." <br /> <br />(c) <br /> <br />"Non-Functional private water system" means an individual on-site water system <br />which does not comply with Minnesota Rules as established by Chapter 4725 of <br />Minnesota Rules which Chapter is entitled "Department of Health Wells and <br />Borings" and/or rules and regulations of the State of Minnesota Plumbing Code. <br /> <br /> <br />
