- 11 - <br /> <br />210.016C <br /> <br />PUBLIC PROPERTY <br /> <br />Ail public property shall be subject to the same restrictions as established for <br />existing subdivisions including assessments for all trunk facilities. <br /> <br />210.017 <br /> <br />HOOKUP POLICIES <br /> <br />210.017A <br /> <br />EXISTING SUBDIVISIONS <br /> <br />It shall be the responsibility of the owner to connect to the public utilities, <br />i.e., sewer, water, within one (1) year of the date of service availability. The <br />owner, by written request to the City, may receive a one (1) year extension to <br />the hookup requirement upon payment of the hookup connection fee and service <br />availability charge (SAC charge). However, the service charges will be charged <br />during the second year at the minimum rates as established by City ordinance. <br />Permits for all hookups shall be required and inspection shall be made by the <br />plumbing inspector. At the time of hookup, the existing septic tank(s) shall be <br />pumped free of sludge and filled with a clean granular material. Also, any <br />abandoned well(s) shall be abandoned only in compliance with State Board of <br />Health Regulations. <br /> <br />210.017B <br /> <br />PUBLIC PROPERTY <br /> <br />Connection to any public building or structure requiring public utilities shall <br />be made in the same manner as number 1 of the hookup policies. <br /> <br />210.017C <br /> <br />NEW CONSTRUCTION <br /> <br />Ail new construction shall connect to public utilities prior to occupancy of the <br />structure. <br /> <br />210.018 <br /> <br />FACTORS AFFECTING PROJECT COST AND ASSESSMENT RATES <br /> <br />1. Efficient subdivision layout (vs. disorderly tracts). <br /> <br />2. Adequate right-of-way. <br /> <br />3. Topography (Depth of sewer necessary because of elevation of houses <br /> relative to street elevation). <br /> <br />4. Geology (soil and water table conditions). <br /> <br />5. Restoration and/or landscaping. <br /> <br />Time table of project. When the project starts affects the cost due to <br />a) carrying a project over the winter and b) interest costs due to <br />longer project period. <br /> <br />210.019 APPEALS OF ASSESSMENTS TO DISTRICT COURT <br /> <br />Chapter 429 of Minnesota Statutes provides for a mechanism of appeal to the <br />district Court of any assessment made by the City Council.
