- 26 - <br /> <br />than 4:1, no drainfield trench shall be located closer than six (6) feet from <br />the ground surface as measured horizontally from the trench bottom. <br /> <br />150.01.5 INSPECTION <br /> <br />150o01.5A NL~ CONSTRUCTION <br /> <br />The plumbing inspector shall make such inspection or inspections as are <br />necessary to ~etermine compliance with this chapter. No part of the system <br />shall be covered until it has been inspected and accepted by the plumbing <br />inspector. It shall be the responsibility of the applicant for the permit to <br />notify the plumbing inspector that the job is ready for inspection or <br />reinspection, and it shall be the duty of the plumbing inspector to m~ke the <br />indicated inspection within forty-eight (48) hours after such notice has been <br />given. It shall be the duty of the owner or occupant of the property to give <br />the plumbing inspector free access to the property at reasonable times for the <br />purpose of making such inspection. <br /> <br />Upon completion of the installation or renovation of an on-site system the <br />system owner or agent shall submit a description of the system as installed to <br />the plumbing inspector. The description shall include site address, location <br />and layout of the system on the site, type and design of system installed, <br />type of building served and the results of the site suitability analysis <br />(percolation tests and/or soil borings). <br /> <br />150.01.5B EXISTING SYST~4S <br /> <br /> 1. The plumbing inspector or his designated representative shall <br />develop, or cause to be developed, a program whereby existing systems are <br />inspected to determine compliance. The inspection shall be done by the plumbing <br />inspector, his designate~ representative or the homewoner. If the homeowner <br />does not choose to m~ke his own inspection, then he may, by written request and <br />payment of an inspection fee as determined by City Council resolution, request <br />the plumbing inspector to make the initial inspection. The inspection shall be <br />conducted so as to cause minimum damage to the property. It shall be the duty <br />of the owner or occupant of the property to give the plumbing inspector or his <br />designated representative free access to the property at reasonable times for <br />the purpose of making all system inspections. <br /> <br /> 2. The plumbing inspector, or his designaed representative or the <br />homeowner shall inspect ever~ indivic~al waste disposal system within the City <br />of Ramsey every twenty-four (24) months to ensure continued compliance with this <br />chapter. During this routine inspection, the plumbing inspector shall <br />specifically determine the need for sludge andTor scum removal from septic tanks <br />based on measurements of existing conditions. Maximum allowable levels, <br />determine~ as outlined in Section 150.01.5B (3). Septage should be removed <br />from the tank whenever the top of the sludge layer is less than 12 inches below <br />the bottom of the outlet baffle or whenever the bottom of the scum layer is <br />less than three (3) inches above the bottom of the outlet baffle. <br /> <br /> 3. Scum can be measured with a stick to which a weighted flap has been <br />hinged or with any device which can be used to detect the bottom of the scum <br />mat. The stock is forced through the mat, the hinged flap falls into a <br />horizontal position, and the stick is raised until resistance from the bottom of <br /> <br /> <br />
