- 4- <br /> <br />210.025 Fees and Permits. <br /> <br />1. The issuance of permits and licenses, the collection of <br />fees and the requirements for bonds and insurance shall be as <br />prescribed in the Plumbing Code regulations of this code. <br /> <br />2. No person shall commence any plumbing work of any kind <br />where a permit is necessary without first assuring himself <br />that a proper permit has been granted and he shall comply <br />with all the terms thereof. <br /> <br />3. An excavation permit is required if any part of the <br />excavation for municipal water or sanitary sewer service is <br />within a City street or right-of-way. Such excavation <br />permits shall be issued in accordance with the provisions of <br />this Code regulating excavations in streets. <br /> <br />4. The charges for tapping watermains, and the amount of <br />the water meter deposit hereinafter specified, shall be paid <br />at the time application for service is made and before the <br />service is installed. No water will be turned on until all <br />charges against the premises are paid. <br /> <br />5. There are service charges for turning water on or off at <br />the request of the property owner and for raising or lowering <br />stop box tops to correspond with ground level change made by <br />the property owner. <br /> <br />6. No person shall deposit the contents taken from any <br />vault, privy, cesspool, septic tank or private drain into any <br />sanitary sewer of the City unless he shall have first <br />obtained a connection permit from the Inspection Department. <br /> <br />7. An electrical inspection shall be required when <br />individual home lift pump units are installed to provide <br />sewer service. On designated low lots where the lift pump <br />unit is provided by the City, the cost of the electrical <br />permit shall be waived. <br /> <br />210.026 Rates and Charges. <br /> <br />1. Rates and charges for the collection and treatment of <br />sewage and for water taken from the water system shall be <br />established from time to time by the Council. However, the <br />rates fixed shall not be in excess of an amount reasonably <br />calculated to defray the cost of the proper maintenance and <br />operation of the systems, including the cost of amortization <br />of any indebtedness incurred by the issuance of revenue bonds <br />for the improvement of the system. <br /> <br />2. The owner of the property shall be liable to the City for <br />all bills accruing through the use of water and sewer <br /> <br /> <br />
