- 7 - <br /> <br />which will be returned to the owner or consumer if the meter <br />is not found to be registering correctly within ten percent <br />(10%), otherwise the deposit so made shall be retained by the <br />City to cover the cost of such test. The owner or consumer <br />may, if he desires, be present at the time any such test is <br />made. The result of any such test shall be reported to such <br />owner or consumer in every case. <br /> <br />6. If the testing of a meter, as hereinabove provided, <br />indicates that it registers in excess of ten percent error, <br />the charge to the consumer for water used and consumed during <br />the quarter within which such test is made shall be the basis <br />of the corresponding quarter of the previous year; if such <br />consumer was not receiving service during such corresponding <br />quarter of the previous year, or if for any other reason the <br />charge for such corresponding period cannot be justly <br />applied, the charge so made for the quarter within which such <br />test occurred shall be equitably adjusted by the City. Any <br />other adjustment of charges for water supplied through meters <br />shall be made only by the Council. <br /> <br />7. No person shall be allowed City water until the City <br />shall see that a meter supplied by the City has been placed <br />in such manner that it will register all water consumed, and <br />that all other parts of the plumbing and pipe fitting in and <br />about the premises has been in full compliance with the rules <br />and regulations which the City shall make from time to time. <br /> <br />8. Ail water meters hereafter installed shall be in <br />accordance with the rules set forth in this Ordinance. <br /> <br />9. The bottom of the meter should not be less than four (4) <br />inches, or more than twelve (12) inches from the top of the <br />finished basement floor line; and the meter should not be set <br />more than twelve (12) inches measured horizontally, from the <br />inside line of the basement wall. <br /> <br />10. Ail meter installations shall have a valve on the house <br />side of the meter. <br /> <br />11. The water pipe connecting with the City water main shall <br />have no joints therein when located under the basement or <br />slab floor. <br /> <br />12. The customer is prohibited from obstructing the meter so <br />as to interfere with the reading or repairing of the meter. <br /> <br /> 210.029 Access to ~remises. The City Inspector, <br />so designated, and other duly authorized employees of the City, <br />bearing proper identification, shall at reasonable times be <br />permitted to enter upon all properties for the purpose of <br /> <br /> <br />
