tions. <br /> <br />4) No on-site sewage disposal systems shall be allowed <br />which do not meet the requirements of the City's Soils <br />Ordinance Chapter 170.04. The Soils Ordinance adopts <br />the soils classification in the Soil Survey of Anoka <br />County as prepared by the Soil Conservation Service. <br /> <br />5) No develounent shall be permitted on land having a <br />slope in excess of 45 percent. All very steep slopes <br />(18 percent and over) shall be protected. No develop- <br />ment of slope from 12 to 18 percent shall be permitted <br />unless the applicant shall prove that the following con- <br />itions are met: <br /> <br />a) The foundation and underlying material of any <br />material of any structure, including roads, shall <br />be adequate for slope condition and soil type. <br /> <br />b) The applicant can demonstrate that develol~nent <br />during and after construction can be accomplished <br />without increasing erosion and runoff and that <br />there is proper utilization of controls to reduce <br />runoff to non-destructive levels. <br /> <br />c) The proposed development presents no danger of <br />falling rock, mud, uprooted trees or other <br />material to structures, recreational facilities, <br />public lands and public waters down hill. <br /> <br />d) All structures other than buildings and road- <br />way surfaces but including retaining walls shall <br />meet the following design requir~nents: <br /> <br />1) Retaining walls or terrace contours shall <br />not exceed 5 feet in height; <br /> <br />2) Construction shall be of natural stone, <br />wood or concrete; <br /> <br />3) The use of gabbions non-wood pilings, <br />metal retaining walls and pre-cast or cast <br />in place concrete retaining walls is speci- <br />fically prohibited; and <br /> <br />4) The minimum width of terraces shall be <br />10 feet. <br /> <br />C) Emergency and Exemptions. <br /> <br />When emergency work is performed under this section, the <br />person performing it shall report the pertinent facts re- <br />lating to the work to the City Engineer and Zoning Admini- <br /> Ordinance #85-2 <br /> <br />Page 1 8of 37 <br /> <br /> <br />
