tions. 4) No on-site sewage disposal systems shall be allowed which do not meet the requirements of the City's Soils Ordinance Chapter 170.04. The Soils Ordinance adopts the soils classification in the Soil Survey of Anoka County as prepared by the Soil Conservation Service. 5) No develounent shall be permitted on land having a slope in excess of 45 percent. All very steep slopes (18 percent and over) shall be protected. No develop- ment of slope from 12 to 18 percent shall be permitted unless the applicant shall prove that the following con- itions are met: a) The foundation and underlying material of any material of any structure, including roads, shall be adequate for slope condition and soil type. b) The applicant can demonstrate that develol~nent during and after construction can be accomplished without increasing erosion and runoff and that there is proper utilization of controls to reduce runoff to non-destructive levels. c) The proposed development presents no danger of falling rock, mud, uprooted trees or other material to structures, recreational facilities, public lands and public waters down hill. d) All structures other than buildings and road- way surfaces but including retaining walls shall meet the following design requir~nents: 1) Retaining walls or terrace contours shall not exceed 5 feet in height; 2) Construction shall be of natural stone, wood or concrete; 3) The use of gabbions non-wood pilings, metal retaining walls and pre-cast or cast in place concrete retaining walls is speci- fically prohibited; and 4) The minimum width of terraces shall be 10 feet. C) Emergency and Exemptions.
