in Section 2 herein must be provided with an adequate method of <br />sewage disposal constructed and maintained in accordance with the <br />Minnesota Department of Health recommended standards, and the relevant <br />Ramsey City Ordinances. <br /> <br /> (b) Public or municipal collection and treatment facilities <br />must be used where available and where feasible. <br /> <br /> (c) Location and installation of the individual sewage disposal <br />system shall be such that with reasonable main'tenance it will function <br />in a sanitary manner and will not create a nuisance, endanger the <br />safety of any domestic water supply nor pollute any waters of the <br />State, as determined by the City Zoning Administrator. <br /> <br />SECTION 5. ADMINISTRATION AND PERblITS. <br /> <br /> (a) Prior to construction of any individual sewage disposal <br />facility within 300 feet of the above described high water line, it <br />shall be necessary to make application for a permit, with the City <br />Zoning Administrator. <br /> <br /> (b) After investigation of the permit application, the Zoning <br />Administrator shall make written findings and recommendations to the <br />City Council for its final action. The Council in its discretion <br />may or may not grant said permit. <br /> <br />SECTION 6. PENALTY. <br /> <br /> Any person convicted of violating this ordinance shall be punished <br />by a fine not exceeding Three Hundred Dollars ($300.00) or by <br />imprisonment for not more than ninety (90) days, or both. <br /> <br />SECTION 7.
