Council resolution. The foregoing fees shall be used
<br />to defray the administration expense of the City in
<br />connection with the review of said plat. City expense
<br />incurred in employing the service5 of Ibe City
<br />Engineer, City Attorneys, and other professional
<br />consultants in connection with the review of said plat
<br />shall be reimbursed to the City by the subdivider.
<br /> c, The Zoning Officer shall refer copies of the
<br />preliminary plat to the Planning Commission end
<br />one copy to the City Engineer.
<br /> d. The City Engineer shall submil a report to the
<br />Planning Commission before the public hearing,
<br />which shall deal with drainage, street and other
<br />engineering melters pertinent to said preliminary
<br />plat.
<br /> e, The Planning Commission shall hold a public
<br />hearing on said preliminary plat. Notice of public
<br />hearing shall be published in the official newspaper
<br />of the City and sent to property owners within Three
<br />Hundred Fitly Feet of the property to be subdivided
<br />at least ten (10) days prior to the hearing date.
<br />Public notice shall consist of a general description of
<br />the proposal, the time, date and place et hearing. For
<br />the purpose of notification, ownership of property
<br />within three hundred fifty feet shall be determined
<br />by records of file in the Cily Assessor's office. In case
<br />the plat is disapproved, the subdivider shall be
<br />notified of the reason for such action. The notices and
<br />publications as required hereunder shall be done by
<br />lbe Zoning Officer and shall be paid by the sub-
<br />divider. The Planning Commission shall conduct the
<br />hearing on the preliminary plat and shall make its
<br />report fo the City Council at ifs next meeting, which
<br />falls at least fourteen (14) days after the Planning
<br />Commission's public hearing. It shall be the duty of
<br />the Planning Commission to determine whether lhe
<br />preliminary plat conforms with or exceeds the
<br />design standards established by this ordinance. The
<br />decision of 1he Planning Commission with regard
<br />lherelo, together with ifs recommendations, shall be
<br />included in its report fo the City Council.
<br /> f, After the City Council receives the report of lhe
<br />Planning Commission the Council shall act to ap,
<br />prove or disapprove the preliminary plat. If the
<br />Council shall disapprove said plat, the 9rounds for
<br />any such disapproval shall be set forth in fha
<br />proceedings of the Council and reporled to lhe
<br />subdivider within seven days thereafter. In its
<br />discretion, the Council may hold a public hearing on
<br />the plat. The Council shall publish notice of the
<br />hearing as provided herein, at the subdivider's ex-
<br />pense, but written notice of said hearing need not be
<br />given the adjacent landowners.
<br /> g. All engineering considerations presented in the
<br />preliminary plat and data furnished by the sub.
<br />divider, the City Engineer's report and any such
<br />reports introduced at any time during the
<br />proceedings shall be resolved prior to the approval of
<br />the preliminary plat by lhe City Council.
<br /> h. The City Council shall act on the preliminary
<br />plat within 60 days of the date on which lhe Planning
<br />Commission's public hearing was concluded.
<br /> SECTION 7. REQUIRED PRELIMINARY PLAT
<br />DATA.
<br /> ~I shall be a condition to the acceptance of a
<br />preliminary plat for filing with the Zoning Officer
<br />that said plat shali include the data required
<br />hereunder,
<br />7.01 Identification and Description.
<br />a. Proposed name of subdivision, which name shall
<br />not duplicate nor be alike in pronunciation to the
<br />name of any plat theretofore recorded in Anoka
<br />County.
<br /> b. Full legal description of the land involved in said
<br />plat.
<br /> c. Names and addresses of the owner and sub-
<br />divider of the land, and the designer and surveyor of
<br />saidplat. If the subdivider is not the fee owner of the
<br />Jar,d, the subdivider shah note such interest in the
<br />land on lhe preliminary plat.
<br /> d. Graphic scale of not more than one inch to one
<br />hundred feet.
<br /> e. Date and north point.
<br /> f. Certification of boundaries by registered sur-
<br />veyor certifying to accuracy of survey.
<br /> 7.02. Existing Conditions.
<br /> a. Boundary tine survey, including measured
<br /> distances and angles, which shall be tied into the
<br />nearest quaffer section or section line by traverse.
<br /> b. Total acreage.
<br /> c. Existing zoning classifications for tract of land
<br />in and abutting the preliminary plat.
<br /> d. Location and names of existing or platted streets
<br />andother public ways, parks a nd public open spaces,
<br />permanent buildings and structures, easements, and
<br />section and municipal boundary lines within the plat
<br />and to a distance of 100 feet beyond.
<br />
<br /> e. If the preliminary plat is a re-arrangement or a
<br />re-plat of any recorded plat, the lot and block
<br />arrangement of the original plat, its original name,
<br />and all revised or vacated roadways shall be shown
<br />by dolled or dashed lines.
<br /> f. Location and width of existing slreets including
<br />lypeof surfacing, railroads, sanitary sewers, water
<br />mains, storm sewers, culverls, grades, invert
<br />elevations and locations of catch basins, manholes
<br />andhydrants and any underground facilities with the
<br />plat and to a dlslance of 100 feet beyond shall be
<br />shown,
<br /> g. Boundary lines of land within 10(~ feet of the
<br />tract of land within lhe plat, and the name of the
<br />owner thereof.
<br /> h. Topographic da la, including contours at vertical
<br />intervals of not more than two feet, except that
<br />where the horizontal contour interval is 150 feet or
<br />more, a one foot vertical interval shall be shown.
<br />Watercourses, lakes, marshes, wooded areas, limits
<br />of flood plains, and other significant physical
<br />features shall be shown. U.S, Geodetic survey data
<br />shall be used for all topographic mapping.
<br /> i. Soils data including classification of all surface
<br />soils in accordance wilh the Soil Conservation Ser-
<br />vice Classification system and logs of borings suf.
<br />ficieel in number and depth to establish the elevation
<br />of the water table throughout the plat.
<br /> j. Such other dale as the City Council by resolution
<br />may require.
<br />7.03. Design Features.
<br />a. Layout of proposed streets, showing right-of.
<br />way widths and proposed names of streets. The
<br />name of any street heretofore used in the City or itt
<br />environs she II not be used, unl ess the proposed street
<br />is an extension of an already named street, in which
<br />event said name shall be used.
<br /> b. Locations and widths of alleys, pedestrian ways
<br />and utility easements.
<br /> c. Profiles of existing and proposed centerline
<br />grades of streels, .alleys, slorm sewers, drainage
<br />ditches and culverts.
<br /> d. Layouts of lots and blocks with numbers of each,
<br />square footage of lots and lot dimensions scaled to
<br />the nearest tenth of a foot.
<br /> e. Areas, other than slreets, pedestrian ways and
<br />utility easements, intended to be dedicated or
<br />reserved for public use, including the size of such
<br />~reas,
<br /> f. Minimum front building setback lines as
<br />required by the ordinances of the City.
<br /> g. Proposed method of disposing of surface water
<br />drainage and method of conveying surface water
<br />drainage within and beyond the limits of the plat to
<br />publicly owned or controlled drainage facilities Or
<br />storm sewers,
<br /> h. Whenever a portion of a tract Of land is proposed
<br />for subdividing and said tract is large enough or is
<br />intended for future enlargement, a tentative plan for
<br />the future subdivision of the entire tract shall be
<br />submitted to the Planning Commission.
<br />7.04, Additional information 1o be Furnished;
<br />a. Statement of proposed use of lots, i.e., whether
<br />residential, commercial, industrial or combination
<br />thereof. If residential, state type and number of
<br />dwelling units, Furnish sufficient details for all types
<br />of usage in order to reveal the effect of the sub-
<br />division development on traffic, fire protection and
<br />density of population.
<br /> b. Source of water supply.
<br /> c. Facilities for sewage disposal.
<br /> al. Such other information as shall be requested by
<br />the Planning Commission or City Engineer.
<br />
<br /> SECTION 8. SUBDIVISION DESIGN STAN-
<br />DARDS.
<br />8.01. General Requirements.
<br /> The Planning Commission in its review of a
<br />preliminary plat shall determine whether the
<br />prolx)Sed subdivision is in conformity with the City
<br />ordinances, and shall take into consideration the
<br />requirements of the community and the best use of
<br />the land. Particular attention shall be given to the
<br />arrangement, location and widths of streets,
<br />drainage and lot sizes and arrangements.
<br />8.02. Street Plan.
<br /> a. The arrangement, character, extent, width,
<br />grade and IDeation of att streets shall conform to the
<br />approved standard street specifications, and all
<br />applicable ordinances.
<br /> b. The arrangement of streets in new subdivisions
<br />shah make provision for the continuation of existing
<br />and future streets in adioining areas.
<br /> 8.03, Streets.
<br /> a. Widths. All right-of-way widths shall conform to
<br /> the following minimum dimensions:

<br />Different widths may be required depending upon
<br />anticipated traffic volume, planned function of
<br />street and character of abutling land use.
<br /> b. Deflections. Where horizontal street lines
<br />deflect from each other at any point more than 10
<br />degrees, said street lines shall be connected by a
<br />curvewitha radius of not less than 100 feet for minor
<br />streets and of such greater radii in the case of other
<br />streets as the Planning Commission may determine.
<br /> c. Grades. Street grades shall not exceed 7 percent
<br />for minor and collector streets and 4 percent for
<br />thoroughfares, and in no case shall they be less than
<br />0.4 percent. Wherever feasible, grades within 30 feet
<br />of skeet intersections shall not exceed 3 percent,
<br /> d. Vertical Curves, Different connecting street
<br />gradients shall be connected with vertical curves.
<br />Minimum length, in feet, of said vertical curves shall
<br />be 100' or 20 times the algebraic difference in the
<br />percentage og grade of the two adjacent gradients.
<br /> e. Street Jogs. Street iogs in minor and service
<br />streets shall have a centerline offset of not less than
<br />150 feet.
<br /> f. Minor Streets. Minor streets shall be so aligned
<br />lhat their use by through traffic will be discouraged.
<br /> g. Cul-de-sacs. The maximum length of cul-de-sac
<br />streets shall be 600 feet measured along the center
<br />line from the intersection of origin to the end of the
<br />right-of-way. Each cul-de-sac shall have a terminus
<br />of nearly circular shape with a minimum right-of-
<br />way diameter of 130 feet and a minimum roadway
<br />diameter of 1~ feet.
<br /> h. Service Streets. In those instances where a
<br />subdivision abuts or contains an existing or planned
<br />lhorooghfare or a railroad right.of.way, the Plan-
<br />ning Commission may require a service street ap.
<br />proximately parallel to and on each side of such
<br />right-of-way.
<br /> i. Half Streets. Half streets shall be prohibited
<br />except where essential to the reasonable develop-
<br />ment of the subdivision in conformity with the
<br />requirements of this ordinance.
<br /> i. Private streets. Private streets shall not be
<br />approved. All proposed slreets shown on the plat
<br />shall be offered for dedication as public streels.
<br /> k. Adioining Property. Street rights.of.way shall
<br />not be planned so as to cause hardship to owners of
<br />adjoining property.
<br /> I. Intersections. The angle formed by lhe in-
<br />tersection of slreets shall not be less than 70 degrees,
<br />with90 degree intersections preferred. Intersections
<br />of more than four corners are Prohibited.
<br /> re. Tangent. Atangent of at least 100 feet in length
<br />shall be introduced between reverse curves on
<br />thoroughfare and collector streets, and a tangent of
<br />at least 50 feet in length shall be introduced between
<br />reverse curves on all other streets.
<br /> n. Corners. Roadways of street intersections shall
<br />be rounded by a radius of not lass than 20 feet,
<br />Roadways of alley-street intersections shall be
<br />rounded by a radius of not less than 10 feet.
<br />8.04. Easements
<br />a. Utility. Easements at least 10' wide on front
<br />lines and 20' wide centered on rear or side lot lines
<br />shall be provided for utilities where necessary.
<br />Utility easements shah have continuity of alignment
<br />from block to block and lot to lot. Easements may be
<br />required along Io1 Hnes to rights-of-way so as to
<br />provide for street lighting.
<br /> b. Drainage. Where a subdivision is traversed by a
<br />water course, drainage way or stream, a drainage
<br />easement conforming substantialW with the lines of
<br />such water course shall be provided, together with
<br />such further width or construction or both, as shall
<br />be adeguate for storm water drainage of the area.
<br />8.05. Lots.
<br /> a. Minimum Lot Size. The minimum lot area and
<br />dimension shall be as specified in the respective
<br />zoning districts of Ramsey, as prescribed by the
<br />City's Zoning Ordinances.
<br /> b. Location. All' lots shall have at least the
<br />minimum required frontage on a publicly dedicated
<br />street.
<br /> c. Corner Lots. Corner Io'~ shall be platted at least
<br />10 feet wider than interior lots.
<br /> al. Butt Lots. Butt Iotsshalibeplatted at least 5 feet
<br />wider than the average width of interior lots in the
<br />block, The use of butt lots shall be avoided wherever
<br />
