SUSPENSION OR AMENDING OF <br />THE RULES. <br /> These rules, or any of them, may be temporarily <br />suspended by a majority vote of all of the.council <br />members, and shall not be repealed or amended <br />except by a majority vote of the whole council after <br />notice has been given at some preceding cou~lcll <br />meeting. <br /> SECTION 9. SEVERABILITY CLAUSE. <br /> If any section, subdivision, clause of phrase of this <br />ordinance is for any reason held to be ub- <br />constitutional, such decision shall not affect the <br />validity of the remaining portions of this ordinance. <br />The Council hereby declares that It would have <br />passed this ordinance, any section, subdlvIslon~ <br />sentence, clause or phrase thereof, irrespective of <br />the fact that any one or more sections, subdlvIslons~ <br />sentences, clauses or phrases be declared un. <br />constitutional. <br /> SECTION 10. EFFECTIVE DATE.
