<br />  The City Coubcil of Ramsay ordains:
<br />  SEGTION 1, MEETINGS.             .
<br />     Subdivisi(~n 1.'Regular meetings of the City Council .
<br /> sh'all be held on the third Monday of each calendar
<br /> month.a~ 7:30 p.m. An~ regular meeting falling upon
<br /> ~a~0ii'CJ~/shall be hel'd on the next following business
<br /> ~f~be~sar~e time ~nd place. A second monthly
<br /> meeting shah be'held on the second ~uesday of each
<br /> ~cal;erJ~d~r'i/~0t~lh at 7:30 p.mJAII me~i~gs, including
<br /> 'speC"ial:meetin, gs, Shall be held 'in tB~ity Hall or at
<br /> another public :location as .d~sign,ated by the City

<br />  Subdivision 2. Special m;'etings ~f Yhe council ,,nay
<br /> · be called by the Mayor~or by any two members of the
<br /> Council ~y, wri.ting filed with the Clerk. At least one
<br /> day before the meetir~g, the Clerk shall notify each
<br /> member of the time; place and purpose of'the
<br /> meeting by ~:ausing written notice thereOf to be
<br /> delivered to him personally, or if he cannot be found,
<br /> by eav ng a Copy at the home of the member with
<br /> some person of'suitable age and discretion· Special
<br /> meetings may be held without prior written notice

<br /> filed with th~ Clerk prior to the beginning of the
<br /> meeting. Any special meeting atlended by>all the

<br />  Subdivision 3. At the first regular' council .meeting
<br />  in January of-each: year,; the C0uncil shall (1)

<br />     Subdivision 2. The presiding offider shall preserve
<br /> erdei~, ~nforce the rules of proceduJ-e herein
<br /> prescribed, and determine without debate, subject to
<br /> the final decision of the council on. appeal, all
<br /> questions of procedure and order. Except as
<br /> otherwise 'prPvided by stalofe or by' these rules'; the
<br /> proceedings of the c0g.ncil shall be conducted in
<br /> accordance wi:Ih Robert's:Rules of Order Revised.
<br />     Subdivision 3. Any member-may appeal !fy.the
<br /> Council from. a ruling of trio presiding officer. If the
<br /> appeal is seconded, the presiding offi car may exPlain
<br /> his ruling, but no other council member Sh~i ~ipor-
<br /> ticip~te in the discussion. The appeal: s~a)_l_ be

<br />following such delivery, approval of the minutes

<br />iecfion to the proposed addition or correction, it may
<br />be made'without a vote of the council. If there is an
<br />obiection, the council shall vote upon the addition or ·
<br />correction. If there are no additions or corrections,                being duly sworn, on oath says he is and during
<br />
<br /> the minutes shall stand approved: Minutes of all
<br /> Council meetings si)all be posted at the City Hall for
<br /> reviewal.
<br /> SECTION 4. ORDER OF BUSINESS.
<br /> Subdivision 1. Each meeting of the Council shall
<br /> convene at the time and place appointed 'therefore.
<br /> Council business shaH'be conducted in fha following

<br /> '(2)' Agenda Approval
<br /> (3) Citizen's comments
<br /> (4) Approval of minutes
<br /> (5) Public hearings
<br />  (5) Petitions, requests and communications
<br />  (7) Ordinances and re~olutions
<br />  (8) Reports of officers, boards and committees
<br />  (9) Unfinished business
<br />  (10) New business
<br />  (1U Miscellaneous
<br />  (12) Payment of claims
<br />  (13) Adio0rnment
<br />     Subdivision 2. The order of business may be varied
<br /> bythe presiding officer or upon Council mofioh; but
<br /> all public hearings shall be held at the time spec ifled
<br /> in the notice of hearing.
<br />     Subdivision 3. An agenda of business for each
<br /> regular council meeting shall be prepared by the
<br /> Clerk and filed in theoffice of the Clerk not later than
<br /> five (5) days next preceding the meeting. The
<br /> age~da shall be prepared in accordance with the

<br />     Subdivision 3; A majority vote of all members of
<br /> the council shell"be necessary for approval of any
<br /> ordinance unless a larger number is required by
<br /> stahJte. Except.as otherwise provided by statute, a
<br /> maiority vote of a quorum shall prevail in all other
<br /> cases.
<br />      SECTION 6.' ORDINANCES, RESOLUTIONS,
<br />  MOTIONS, PETITIONS AND COMMUNICATIONS.
<br />      Subdivision 1. Every ordinance and resolution
<br />shall be preserffed in writing and Shall be read in full
<br />before a vote is taken thereon; but reading in full
<br />may be dispensed with by unanimous consent. All
<br />L motions shall be recorded in the minutes and stated
<br />~'~' in full before they are submitted fo a vote by the
<br />presiding officer. All petitions and other com-
<br />munications addressed to the council shall be in
<br />writing and shall be read in full upon presentation to
<br />fha council. They shall then be recorded in the
<br />minules by title and filed with the minutes in the
<br />office of the Clerk.
<br />     Subdivision 2. Every ordinance and resolution
<br /> passed by the council shall be signed by the mayor,
<br /> attested by the clerk, and filed I~y him in the or-
<br /> dinance or resolution book. Proof of publicalion of

<br />the ordinance.
<br /> Subdivision 3. Every ordinance or resolution
<br />
<br />resolution or subdivision thereof shall be amended
<br />by reference to the title alone, but' such amending
<br />ordinance or resolution shall set forth In full each
<br />section or subdivision to be amended. SECTION 7. COMMITTEES
<br />    The Council may create such committees, stan-
<br />ding or special, as it deems necessary. Such ~m.
<br />mittees shall consist of as many members, and
<br />perform such duties as the Council may require.
<br />    SECTION 8. SUSPENSION OR AMENDING OF
<br />THE RULES.
<br />    These rules, or any of them, may be temporarily
<br />suspended by a majority vote of all of the.council
<br />members, and shall not be repealed or amended
<br />except by a majority vote of the whole council after
<br />notice has been given at some preceding cou~lcll
<br />meeting.
<br /> SECTION 9. SEVERABILITY CLAUSE.
<br />    If any section, subdivision, clause of phrase of this
<br />ordinance is for any reason held to be ub-
<br />constitutional, such decision shall not affect the
<br />validity of the remaining portions of this ordinance.
<br />The Council hereby declares that It would have
<br />passed this ordinance, any section, subdlvIslon~
<br />sentence, clause or phrase thereof, irrespective of
<br />the fact that any one or more sections, subdlvIslons~
<br />sentences, clauses or phrases be declared un.
<br />constitutional.
<br />    SECTION 10. EFFECTIVE DATE. This ordinance
<br />shall take effect and be In force from and after its
<br />passage and publication.
