Where building heights exceed the height limits specified in section 920(F)(2)as part <br /> 3 of the conditional use or variance process, adjoining local governments within the <br /> 4 MRCCA, including those with overlapping jurisdiction and those across the river. <br /> 5 C. Notice of final decisions for actions in section 920(C)(7), including findings of fact, must <br /> 6 be sent to the Commissioner, the National Park Service, and adjoining local governments <br /> 7 within the MRCCA within ten days of the final decision. <br /> 8 d. Requests to amend district boundaries must follow the provisions in Minnesota Rules,part <br /> 9 6106.0100, Subp. 9, Item C. <br /> 10 e. The DNR will be notified at time of application submittal of master plans, PUDs, <br /> 11 preliminary, and final plats. <br /> 12 (9) Accommodating disabilities. Reasonable accommodations for ramps or other facilities to <br /> 13 provide persons with disabilities access to the persons' property, as required by the federal <br /> 14 Americans with Disabilities Act and the federal Fair Housing Act and as provided by <br /> 15 Minnesota Rules, chapter 1341, must: <br /> 16 a. Comply with sections 920(F)to(L); or <br /> 17 b. If sections 920(F) to (L) cannot be complied with, ramps or other facilities are allowed <br /> 18 with an administrative permit provided: <br /> 19 1. The permit terminates on either a specific date or upon occurrence of a particular <br /> 20 event related to the person requiring accommodation; and <br /> 21 2. Upon expiration of the permit, the ramp or other facilities must be removed. <br /> 22 (D) MRCCA districts. <br /> 23 (1) Purpose. The purpose of this section is to establish districts under which building height and <br /> 24 structure placement are regulated to protect and enhance the Mississippi River's resources and <br /> 25 features consistent with the natural and built character of each district. <br /> 26 (2) District description and management purpose. The MRCCA within the City of Ramsey is <br /> 27 divided into the following MRCCA districts: <br /> 28 a. Rural and Open Space (ROS). <br /> 29 1. Description. The ROS District is characterized by rural and low-density <br /> 30 development patterns and land uses, and includes land that is riparian or visible <br /> 31 from the river, as well as large, undeveloped tracts of high ecological and scenic <br /> 32 value, floodplain, and undeveloped islands. Many primary conservation areas exist <br /> 33 in the district. <br /> 34 2. Management purpose. The ROS District must be managed to sustain and restore <br /> 35 the rural and natural character of the corridor and to protect and enhance habitat, <br /> 36 parks and open space,public river corridor views, and scenic,natural, and historic <br /> 37 areas. <br /> 38 b. River Neighborhood(RN). <br /> 39 1. Description. The RN District is characterized by primarily residential <br /> 40 neighborhoods that are riparian or readily visible from the river or that abut riparian <br /> 41 parkland. The district includes parks and open space, limited commercial <br /> 42 development, marinas, and related land uses. <br /> 43 2. Management purpose. The RN District must be managed to maintain the character <br /> 44 of the river corridor within the context of existing residential and related <br /> 45 neighborhood development, and to protect and enhance habitat, parks and open <br /> 46 space, public river corridor views, and scenic, natural, and historic areas. <br /> 47 Minimizing erosion and the flow of untreated storm water into the river and <br /> 48 enhancing habitat and shoreline vegetation are priorities in the district. <br /> 49 C. Separated from River (SR). <br /> 50 1. Description. The SR District is characterized by its physical and visual distance <br /> 51 from the Mississippi River.
