5. 19. <br /> CC Regular Session <br /> Meeting Date: 11/28/2023 <br /> Primary Strategic Plan Initiative: Address infrastructure needs. <br /> Information <br /> Title <br /> Adopt Resolution#23-298 Ordering Plans and Specifications for 2024 MSA Pavement Overlay Improvements, <br /> Improvement Project#24-06 <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#23-298 ordering plans and specifications for 2024 MSA <br /> Pavement Overlay Improvements, Improvement Project#24-06. <br /> Background: <br /> The proposed 2024—2033 Capital Improvement Program(CIP) identifies five (5)Municipal State Aid(MSA) <br /> street segments for pavement overlay improvements in 2024. Street segment summaries are attached to this case. <br /> Project Scope <br /> This project proposes to mill and overlay five street segments, generally spread across 3 areas across the City. The <br /> project totals approximately 1.44 miles in length, and all segments are anticipated to receive a 2-inch thick mill <br /> and overlay improvements. The project areas include: <br /> • 142nd Avenue&Armstrong Boulevard <br /> o Generally located south of Riverdale Drive <br /> o Constructed between 1981 and 1986 <br /> • 0.84 miles of 24' wide rural section <br /> o Overlay improvement in 2006 <br /> o Crack seal/seal coat improvement in 2011 <br /> • 160th Lane &Jaspar Street <br /> o Generally located west of Ramsey Boulevard <br /> o Constructed in 1985 <br /> • 0.47 miles of mix 24' wide rural and urban section with bituminous curbing <br /> o Overlay improvement in 2000 <br /> o Crack seal/seal coat improvements in 2007 and 2018 <br /> •McKinley Street <br /> o Generally located west of Azurite Street <br /> •West end terminates at the property line for the Public Works Facility <br /> o Constructed in 1997 <br /> • 0.14 miles of 32' wide urban section with concrete curb and gutter <br /> o Crack seal/seal coat improvements in 2003 and 2012 <br /> Proposed Improvements <br /> Review of ground penetrating radar(GPR)data indicates sufficient existing bituminous thickness to perform a <br /> 2-inch mill and bituminous overlay in all project areas, which is being proposed. Per typical overly improvements, <br /> spot concrete curb and gutter repairs will be performed on damaged curb. Where feasible, the City has switched to <br /> a saw& seal method for curb cracks at a significant cost savings. This is performed on hairline cracks,without <br /> vertical displacement. For the areas of bituminous curbing, repairs are not anticipated,though some work on <br /> bituminous flumes may occur. <br />
