1 Horse hoarding, noncommercial, means the housing or keeping of horses for friends, neighbors, and
<br />2 relatives when the charge for such boarding is limited to the actual costs incurred and the person
<br />3 providing the service has not attempted to solicit business through any form of advertising.
<br />4 Hotel means a building or group of detached, semi-detached or attached buildings containing guestrooms
<br />5 or units, each of which has a separate entrance directly from the outside of the building or corridor,
<br />6 with garage or parking space conveniently located to each unit, and which is designed, used or
<br />7 intended to be used primarily for the accommodation of transient guests.
<br />8 Hydroponics (hydrophytic vegetation) means macrophytic (large enough to be observed by the naked eye)
<br />9 plant life growing in water, soil or on a substrate that is at least periodically deficient in oxygen as a
<br />10 result of excessive water content.
<br />11 Impervious sznface. A constructed hard surface that either prevents or retards the entry of water into the
<br />12 soil and causes water to run off the surface in greater quantities and at an increased rate of flow than
<br />13 prior to development. Examples include rooftops, decks, sidewalks, patios, parking lots, storage
<br />14 areas, and driveways, including those with concrete, asphalt, or gravel surfaces.
<br />15 Improvements means the construction or installation of public or private utilities, including but not limited
<br />16 to, potable water, sanitary sewer systems, stoini sewers, roads and other thoroughfares, sidewalks,
<br />17 curbs and gutters, paving barricades, trees and other plantings, lighting, fuel or energy and the
<br />18 transmission thereof, transportation systems or facilities connected therewith and communication
<br />19 systems which are necessary, desirable or convenient in the maintenance of the health, safety and the
<br />20 general welfare.
<br />21 Incinerator means any furnace or other device used in the process of burning solid waste, hazardous waste,
<br />22 medical waste or special waste for the purpose of reducing the volume of the waste by removing
<br />23 combustible material.
<br />24 Intensive vegetation clearing. The removal of all or a majority of the trees or shrubs in a contiguous patch,
<br />25 strip, row, or block.
<br />26 Interim use. A use having the meaning given under Minn. Stats. §§ 394 and 462.
<br />27 Land alteration. An activity that exposes the soil or changes the topography, drainage, or cross section of
<br />28 the land, excluding gardening or similar minor soil disturbances.
<br />29 Land disturbance activity means any land change that may result in soil erosion from water or wind and the
<br />30 movement of sediments into or upon waters or lands within this government's jurisdiction, including
<br />31 clearing and grubbing, grading, excavating, transporting and filling of land. Within the context of
<br />32 this rule, land disturbance activity does not mean:
<br />33 (1) Minor land disturbance activities such as home gardens and an individual's home landscaping,
<br />34 repairs, and maintenance work.
<br />35 (2) Construction, installation, and maintenance of electric, telephone, and cable television, utility
<br />36 lines or individual service connection to these utilities, which result in creating under 500
<br />37 square feet of exposed soil.
<br />38 (3) Tilling, planting, or harvesting of agricultural, horticultural, or silvicultural crops.
<br />39 (4) Installation of fence, sign, telephone, and electric poles and other kinds of posts or poles which
<br />40 result in creating under 500 square feet of exposed soil.
<br />41 (5) Emergency work to protect life, limb, or property and emergency repairs, unless the land
<br />42 disturbing activity would have otherwise required an approved erosion and sediment control
<br />43 plan, except for the emergency. If such a plan would have been required, then the disturbed
<br />44 land area shall be shaped and stabilized in accordance with the city's requirements as soon as
<br />45 possible.
<br />46 Landscape plan means the design and specifications for the placement of any live plant materials such as
<br />47 trees, shrubs, ground cover and grasses as well as humanmade structures such as walls, fences, and
<br />48 berms. This also includes the retention of existing vegetation for the purposes of enhancing property
<br />49 value and aesthetics, protecting the community's environment, and minimizing negative impacts on
<br />50 visual order of the community.
<br />51 Landscaping means the use of natural plant materials including but not limited to, ground covers, shrubs,
<br />52 and trees (deciduous and evergreen). Landscaping also involves the placement, preservation, and
